Holly Street, Suite 206 Bellingham, WA 98225 (360) 733-6033 FAX: (360) 733-6461 Minutes of the Everson-Nooksack Wastewater Steering Committee Meeting Date: January 22, 2015 The Everson-Nooksack Wastewater Steering Committee met at a regular meeting held on January 22, 2015. The meeting began at approximately 3:00 p.m. at Everson City Hall. Members of the Committee present included Everson City Council Members John Hammond and Eric Oettel, Nooksack City Council Members Tom Jones and Marshall Judy, and Rollin Harper from Sehome Planning and Development Services. All Committee members were present. Also present were Nooksack Mayor Jim Ackerman, Everson Mayor John Perry, Everson Clerk Jennifer Bell, and Rick Holt from Everson Public Works. Setting of Agenda Committee member Harper summarized that the following items were included on the agenda: • Approval of minutes • Update regarding Pump Station No. 4 • Update regarding the WWTP Outfall Relocation Project • Update regarding the WWTP Upgrade Project • Project Costs and Funding Spreadsheet • Additional Items – Distillery Discharge to WWTP Approval of Minutes Council member Jones made a motion to approve the minutes from the December 11, 2014 meeting as presented. The motion was seconded by Council member Hammond. The motion passed 5-0. Committee Business: Update regarding Pump Station No. 4 Rick informed the Committee that the large pump that had been ordered back in the fall had arrived and that Everson staff were waiting for some dry weather this spring to install it. In addition, the platform onto which the control panel will be elevated is currently being fabricated off-site. It is anticipated that installation will occur in the next one to two months. Update regarding the WWTP Outfall Relocation Project Rollin and Rick updated the Committee that all permits and approvals for the Outfall Relocation Project had been obtained with the exception of a final concurrence letter from NOAA Fisheries, the DNR Aquatic Land Lease, and the City of Everson Shoreline Permit, scheduled to come before the Everson City Council on January 27th. The City of Everson will also need to secure an easement from the property owner. Bidding will occur this spring, with construction to folow this summer. Wastewater Steering Committee Minutes – 01/22/2015 1 Page 2 of 3 Update regarding the WWTP Upgrade Project Rick and Rollin updated the Committee that the bid documents were complete and the project was ready to go out to bid. The final approval will be the City Building Permit, which is ready to be issued. Project Costs and Funding Spreadsheet The Committee reviewed and discussed the Project Costs and Funding spreadsheet prepared by Committee member Harper. Mayor Ackerman expressed support for moving forward. Council member Judy made a motion to recommend moving the project forward to go out to bid. The motion was seconded by Council member Oettel and passed 5-0. Following a review of the schedule for opening of bids, the Committee decided to hold a short Committee meeting just prior to the Nooksack City Council meeting on Monday, March 2, 2015 to review the bids and make a recommendation to both city councils. Other Items Rick informed the Committee that Everson had been approached by a small distillery located on Breckenridge Road that needed to be able to discharge 50-80 gallons of wash water per week into the WWTP to satisfy the Health Department. Mayor Ackerman suggested that in the future we might be able to get some type of credit for discharging water into the Nooksack River that originated outside the Nooksack watershed. There was general discussion that due to the relatively small discharge and associated revenue it was acceptable to support Everson’s allowing such a discharge; however, the Committee agreed that the subject should be brought back before them if the quantities increased. Council member Jones suggested that for larger discharges the cities might want to consider splitting the discharge volume and the associated revenue based on the two-thirds / one-third capacity split a the WWTP. There was consensus to support Everson signing the draft letter that was presented to the Committee authorizing the discharge. Next Meeting Date The date for the next Committee meeting was set for Monday, March 2, 2015 at Nooksack City Hall, beginning at 6:30 p.m. Meeting Adjourned Council member Oettel made a motion to adjourn.
