City of Excelsior City Council Meeting MINUTES Tuesday, February 19, 2019 6:30 P.M. 1. CALL TO ORDER Mayor Carlson opened the meeting at 6:35 pm. 2. ROLL CALL City Council: Councilmembers Caron, Kurschner, Miller and Mayor Carlson Absent: None Staff: City Manager Luger, City Attorney Staunton, Public Works Superintendent Amundsen, City Planner Becker, Finance Officer Horn, Event Coordinator Edwards, and City Clerk Orlofsky 3. APPROVAL OF MINUTES a. February 4, 2019, Work Session Meeting Minutes Caron moved, Kurschner seconded, to approve the February 4, 2019 Work Session Meeting Minutes. Motion carried 4/0. b. February 4, 2019, Regular City Council Meeting Minutes Caron moved, Kurschner seconded, to approve the February 4, 2019 Regular City Council Meeting Minutes. Motion carried 4/0. 4. OPEN FORUM None 5. CITY COUNCIL COMMUNICATIONS, QUESTIONS, and REPORTS (a) Ice Castle Event Update Edwards provided an update on the Ice Castle Event. (b) 810 Excelsior Boulevard Update Staunton provided an update on 810 Excelsior Boulevard. 5. CITY COUNCIL COMMUNICATIONS, QUESTIONS, and REPORTS - CONTINUED (c) Single Family Task Force Mayor Carlson provided an update on the Single-Family Task Force. 6. MEET EXCELSIOR Dave Wahlstedt, from The Bird House Inn, addressed the City Council. 7. AGENDA APPROVAL a. Meeting Agenda Caron moved, Kurschner seconded, to move Item 12(b) to Item 13(e) and to approve the February 19, 2019 meeting agenda as amended. Motion carried 4/0. b. Consent Agenda Caron moved, Kurschner seconded, to approve the Consent Agenda for February 19, 2019. Motion carried 4/0. 1. Approved Verified Claims – Approve for Payment Manual Checks 085005 - 85039 and E Checks 001776E – 001810 Action - Approved for payment manual checks 085005 - 85039 and E Checks 001776E – 001810E. 2. Continue the PUD Ordinance to March 4, 2019 City Council Meeting Action – Continued the PUD Ordinance to the March 4, 2019 City Council Meeting. 8. PUBLIC HEARING (a) None 9. PETITIONS, REQUEST and COMMUNICATIONS (a) Permit Fee Reduction Request for Burger & Bingo by the Bay Dave Petroski, Excelsior-Lake Minnetonka Rotary Club, addressed the City Council. Caron moved, Kurschner seconded, to approve the permit for Burgers & Bingo by the Bay with a one-time fee of $250.00 and asked staff to include this in the event policy research. Motion carried 4/0. 10. ORDINANCES AND RESOLUTIONS (a) Second Reading of the Mooring Ordinance Caron moved, Kurschner seconded, to waive the second reading and adopt the Mooring Ordinance and to have staff bring it back for review in a year. Motion carried 4/0. (b) Sales Tax Resolution Kurschner moved, Caron seconded, to adopt Resolution No. 2019-10 – A Resolution Approving a Local Sales Tax and Request the Legislature to Grant Authority with modifications as mentioned. Motion carried 4/0. 11. REPORTS OF OFFICERS, BOARDS, and COMMITTEES (a) None 12. UNFINISHED BUSINESS (a) Annual Advisory Commission Appointments Caron moved, Kurschner seconded to accept the recommendations of appointment to the Planning, Park and Recreation and Heritage Preservation Commissions. Motion carried 4/0. 13. NEW BUSINESS (a) Request for Lawful Gambling Premise Permit Caron moved, Miller seconded, to accept the application and adopt Resolution 2019 - 09 to allow the Rotary Club of Lake Minnetonka – Excelsior, Inc. to conduct lawful charitable gambling at Maynard’s Restaurant, 685 Excelsior Boulevard, Excelsior. Motion carried 4/0. (b) Lifeguard Contract The City Council directed staff to conduct further research on the lifeguard contract and to bring it back for discussion at the March 4, 2019 City Council Meeting. (c) 2019 Long Term Financial Plan Goals and Priorities Miller moved, Kurschner seconded, to adopt Resolution 2019-08 – A Resolution Setting the 2019 Long Term Financial Plan Goals and Objectives. Motion carried 4/0. 13. NEW BUSINESS – CONTINUED (d) Contracting with the City of Shorewood for Building Inspection Services The City Council directed staff to pursue contracting with the City of Shorewood for Building Inspection Services. (e) City Council Appointment Caron moved, Kurschner seconded, to appoint Louise Dierking to the open City Council seat at the March 4, 2019 City Council Meeting. Motion carried 3/1 with Miller opposed. 14. ADJOURNMENT Kurschner moved, Caron seconded, to adjourn the meeting at 8:25 p.m. Motion carried 4/0.
