City of Excelsior Hennepin County, Minnesota MINUTES EXCELSIOR CITY COUNCIL MEETING March 18, 2019 Excelsior Brewery 421 Third Street 6:30 p.m. 1. CALL TO ORDER Mayor Carlson called the meeting to order at 6:47 p.m. 2. ROLL CALL Present: Councilmembers Dierking, Kurschner, Miller, and Mayor Carlson Absent: Councilmember Caron Also Present: City Manager Luger, City Attorney Staunton, City Engineer Dawley, Public Works Superintendent Amundsen, City Planner Becker, Finance Officer Horn, Event Planner Edwards, and City Clerk Orlofsky 3. APPROVAL OF MINUTES (a) March 4, 2019 Work Session Meeting Minutes Dierking moved, Miller seconded, to approve the March 4, 2019 Work Session Meeting Minutes. Motion carried 4/0. (b) March 4, 2019 City Council Meeting Minutes Miller moved, Kurschner seconded, to approve the March 4, 2019 City Council Meeting Minutes as amended. Motion carried 4/0. (c) March 4, 2019 City Council Closed Session Minutes Dierking moved, Miller seconded, to approve the March 4, 2019 City Council Closed Session Minutes. Motion carried 4/0. 4. OATHS OF OFFICE KRISTA BARNES – PLANNING COMMISSION Mayor Carlson conducted the Oath of Office for Krista Barnes on the Planning Commission. 5. OPEN FORUM (a) Ross McGlasson, 723 Water Street, addressed the City Council. (b) Micki Huntington, 734 Pleasant Street, addressed the City Council. Minutes City Council March 18, 2019 Page 2 6. CITY COUNCIL COMMUNICATIONS, QUESTIONS, and REPORTS (a) Ice Castle Update Edwards provided an update on the Ice Castle Event. (b) Single Family Task Force Update Mayor Carlson provided an update on the Single-Family Task Force Update. (c) Local Flooding Update Amundsen provided an update on local flooding. (d) New Location for City Council Meetings Luger provided an update on the new location for the City Council Meetings. (e) Staff Update Luger provided an update on City Staff. 7. MEET EXCELSIOR Patrick Foss, Excelsior Brewery, 421 Third Street, addressed the City Council. 8. AGENDA APPROVAL (a) Meeting Agenda Kurschner moved, Miller seconded, to approve the March 18, 2019 City Council Agenda. Motion carried 4/0. (b) Consent Agenda Dierking moved, Kurschner seconded, to approve the March 18, 2019 Consent Agenda. Motion carried 4/0. 1. Approve Verified Claims - Approve for Payment Manual Checks 085040 – 085065 Action – Approved for Payment Manual Checks 085040- 085065. 2. Lease Agreement between City of Excelsior and Heath Holste Action – Approved the Lease Agreement with Heath Holste for a garage space at 810 Excelsior Boulevard. 3. Continuation of PUD Ordinance to April 1, 2019 Meeting Action – Continued the public hearing for Ordinance No. 592, an Ordinance to amend Appendix E, Article and 65 – PUD District, to the April 2019 Council meeting. 4. Approve Temporary Liquor License for the Rotary Summer Concert Series Action – Approved the Lake Minnetonka Excelsior Rotary’s temporary liquor license for the 2019 Summer Concert Series. Minutes City Council March 18, 2019 Page 3 9. PUBLIC HEARINGS (a) None 10. PETITIONS, REQUESTS and COMMUNICATIONS (a) 2019 Street and Utility Improvement Project – Improvement Update Bob Bolles, 229 George Street, addressed the City Council. The 2019 Street and Utility Improvement Project is on track. The City will be going out for bids and staff will bring a recommendation for those bids to a City Council Meeting in May for approval. Council supported concrete curb and would like staff to look at alternative options for sidewalks. 11. ORDINANCES and RESOLUTIONS (a) None 12. REPORTS of OFFICERS, BOARDS, and COMMITTEES (a) None 13. UNFINISHED BUSINESS (a) Contracting with the City of Shorewood for Building Inspector The City Council directed staff to move forward with the City of Shorewood. 14. NEW BUSINESS (a) Streetscape Proposal Bill Damberg, Member of the Excelsior-Lake Minnetonka Chamber, addressed the City Council. Miller moved, Kurschner seconded, to continue this item until April 1, 2019 and to bring some numbers back to the Council for discussion. Motion carried 4/0. 15.
