City of Excelsior Hennepin County, Minnesota MINUTES SPECIAL CITY COUNCIL MEETING April 8, 2019 1. CALL TO ORDER/ROLL CALL Mayor Carlson called the meeting to order at 5:39 p.m. Present: Councilmembers Caron, Dierking (arrived at 7:39 p.m.), Kurschner, Miller, and Mayor Carlson Absent: None Also Present: City Manager Luger, Public Works Superintendent Amundsen, Finance Officer Horn, City Planner Becker 2. AGENDA APPROVAL (a) Meeting Agenda Caron moved, Kurschner seconded, to approve the agenda. Motion carried 4/0. (b) Consent Agenda Caron moved, Miller seconded, to approve the April 8, 2019 Consent Agenda as amended. Motion carried 4/0. 1. Approve Verified Claims – Approve for Payment Manual Checks 085156 – 085172 Action – Approved for Payment Manual Checks 085156 – 085172 2. Approval of Off-Site Gambling License Permit – Rotary Club of Excelsior Action – Approved the Lake Minnetonka Excelsior Rotary’s temporary Off-Site Gambling Permit for the Burgers and Bingo event at Lake and Water Street for May 4, 2019. 3. CITY COUNCIL GOAL SETTING Council Goal: Review Additional Single-Family Scale Standards, Explore a Residential Overlay District, and a Potential Moratorium for the Village Area Strike “Potential Moratorium for the Village Area” and insert “Potential Zoning Changes.” This is a high priority. Minutes Special City Council Meeting April 8, 2019 Page 2 Council Goal: Evaluate Options for Improving the Safety at Trail Crossings Change “Trail Crossings” to “Pedestrian Crossings” and add separate categories that list the Water Street trail crossing and Mill Street trail feasibility study. The Water Street trail crossing is a medium priority. Council Goal: Implement Master Park Plan for The Commons • Prioritize projects within the Plan • Review Commons-related policies related to the implementation of the Plan This is a high priority. Change the bullet points to “Clarify roles of the Commissions with the review process”, “Identify the top three project priorities within the Plan”, and a statement related to determining a funding method for projects. Council Goal: Determine Next Phase of the Pavement Management Program Change the goal to “Determine how to expedite the Pavement Management Program while maintaining manageable levy increases and explore solutions to temporarily repair streets that will not be addressed in the near future.” Add bullet points about determining Areas 2 and 3. This is a high priority. Park and Recreation Commission Goal: Research Options for the Gazebo by TCF Bank Medium priority for the Park and Recreation Commission. The Park and Recreation Commission should bring their recommended options to the Council to determine if an open house is needed. Park and Recreation Commission Goal: Evaluate Potential Usage of Mitten Pond Place this item on the 2020 goal list. Planning Commission Goal: Assess the Impact of No Additional Curb Cuts on Water Street This goal is complete. Council Goal: Complete the 2018 Comprehensive Plan Having the Planning Commission and the Council clarify the East Side Small Area Plan is a high priority. Creating a workplan to make the Comprehensive Plan more futuristic is a medium priority. Council Goal: Evaluate Potential Changes to Tobacco Licenses and Regulations This goal is complete. Staff will research regulations of CBD products, reach out to the potential CBD shop owner, and possibly bring the topic back to a future Council meeting with more research. Minutes Special City Council Meeting April 8, 2019 Page 3 Council and Planning Commission Goal: Consider Modifications to the Planned Unit Development Ordinance Keep this goal as-is. Council Goal: Consider Incentives for Preserving ‘Cottage Commercial’ Properties The Planning Commission will discuss options for incentives. This is a medium priority. Planning Commission Goal: Research Parade of Homes Ordinance This goal is complete. Planning Commission Goal: Evaluate Reducing the Size of “For Lease” Signs This is a medium priority and should be kept as-is. Council Goal: Evaluate Best Uses for the 810 Excelsior Boulevard Building and Adjacent Cemetery Property This goal is a high priority and will soon be on a City Council meeting agenda. Council Goal: Analyze Parking Tools • 2002 Parking Calculations • Parking Impact Fee • Parking Lot Maintenance Fees Delete this goal. Council Goal: Consider Options for City Hall This is a high priority and should be brought back to a work session to revisit the plans. Council Goal: Explore Installing Parking Meters in New Areas This is a medium priority but should be escalated if possible. Council Goal: Assess Development Opportunities for the East and/or West Parking Lot(s) Place this item on the 2020 goal list. Council Goal: Work with State Representatives on Funding Partnerships • Bonding bill • General sales tax • Legacy grant Keep this goal as-is and make it a high priority. Minutes Special City Council Meeting April 8, 2019 Page 4 Park and Recreation Commission Goal: Research Revenue Generating Uses for Excelsior-Studer Park Delete this goal. It is a low priority to explore the possibility of trail through this park. Direction to staff to bring remaining goals to the April 23rd Work Session. 4.
