City Council Special Meeting
MINUTES
Monday, July 13, 2020
5:00 P.M.
1. CALL TO ORDER/ROLL CALL
Mayor Carlson called the special meeting to order at 5:03 p.m. This meeting was a remote
meeting conducted via Zoom.
City Council: Councilmembers Caron, Dierking, Kurschner and Miller, and Mayor
Carlson
Absent: None
Also Present: City Manager Luger, City Attorney Staunton and City Clerk Peterson
Attorney Staunton stated in accordance with the requirements of Minnesota Statutes
Section 13D.021, the Mayor, the City Manager and the City Attorney have determined that
an in-person meeting is not practical or prudent because of the “COVID-19 Health
Pandemic” emergency declared under Chapter 12 of the Minnesota Statutes. All staff and
City Council members will be participating by telephone or other electronic
means. All actions votes will be recorded as roll call votes.
2. AGENDA APPROVAL
Dierking moved, Kurschner seconded, to approve the July 13, 2020 City Council Special
Meeting Agenda. On a roll call vote, Dierking, Kurschner, Caron, Miller and Carlson voted
yes. Motion carried 5/0.
3. FACE COVERING POLICY
Caron moved, Dierking seconded, to adopt Resolution No. 2020-46 to Require the Use of
Face Coverings in Excelsior for everyone over the age of 12 and direct Councilmember Miller
to work with staff on mask options for the City to provide to businesses to hand out. On a
roll call vote, Caron, Dierking, Kurschner, Miller and Carlson voted yes. Motion carried 5/0.
Caron moved, Kurschner seconded, to waive the first and second reading of Emergency
Ordinance No. 6 to be effective on July 23, 2020 and to include everyone over the age of 12.
On a roll call vote, Caron, Kurschner, Dierking, Miller and Carlson voted yes. Motion carried
5/0.

4. SLMPD UPDATE
Mayor Carlson gave an update on the July 8, 2020 SLMPD meeting and received direction
from Council on how to address other cities at a future meeting.
5. ADJOURNMENT
Caron moved, Dierking seconded, to adjourn the special meeting at 5:50 p.m. On a roll call
vote, Caron, Dierking, Kurschner, Miller and Carlson voted yes. Motion carried 5/0.
