City Council Meeting
MINUTES
Monday, September 28, 2020
5:00 P.M.
1. CALL TO ORDER
Mayor Carlson called the meeting to order at 5:04 p.m. This meeting was a remote
meeting conducted via Zoom.
2. ROLL CALL
City Council: Mayor Carlson and Councilmembers Caron, Dierking and Kurschner
(arrived at 5:10 p.m.)
Absent: Councilmember Miller
Also Present: City Manager Luger, Finance Officer Potter, Public Works
Superintendent Amundsen and City Clerk Peterson
Mayor Carlson stated in accordance with the requirements of Minnesota Statutes Section
13D.021, the Mayor, the City Manager and the City Attorney have determined that an in-
person meeting is not practical or prudent because of the “COVID-19 Health Pandemic”
emergency declared under Chapter 12 of the Minnesota Statutes. All staff and City Council
members will be participating by telephone or other electronic means. All actions votes will
be recorded as roll call votes.
3. AGENDA APPROVAL
(a) Meeting Agenda
Caron moved, Dierking seconded, to approve the September 28, 2020 Meeting
Agenda. On a roll call vote, Caron, Dierking and Carlson voted yes. Motion carried
3/0.
4. 2021 BUDGET
Finance Officer Potter presented an overview of the 2021 Budget to include a review of
expenditures and revenues and a summary of requests from Council and staff.

Information on costs to prepare the ice rink at The Commons will be emailed to the Council
and this item will be on the Consent Agenda for the October 5 Council Meeting.
Dierking moved, Caron seconded, to adopt Resolution No. 2020-59 Certifying 2020
Preliminary Property Tax Levy Collectible 2021 with the General Revenue of $1,525,486 and
Debt Service of $514,719 for a total Tax Levy of $2,040,205; Proposed General Fund Budget
totaling $2,389,100 and Setting the Public Meeting Date of Monday, December 7, 2020 at
6:30 p.m. in the Excelsior City Council Chambers. On a roll call vote, Dierking, Caron,
Kurschner and Carlson voted yes. Motion carried 4/0.
6. ADJOURNMENT
Kurschner moved, Caron seconded, to adjourn the meeting at 6:40 p.m. On a roll call vote,
Kurschner, Caron, Dierking and Carlson voted yes. Motion carried 4/0.
