City of Excelsior Hennepin County, Minnesota Minutes Heritage Preservation Commission Tuesday, January 23, 2018 1. CALL TO ORDER/ROLL CALL Chair Macpherson called the meeting to order at 7:02 p.m. Commissioners Present: Bolles, Brabec, Caron, Chair Macpherson, Salita Commissioners Absent: Anderson and Finch Also Present: Planning Director Smith 2. AGENDA APPROVAL Commissioner Caron moved, Commissioner Salita seconded, to approve agenda. Motion carried 5/0. 3. APPROVAL OF MINUTES a) Heritage Preservation Commission Meeting of December 19, 2017 Commissioner Caron moved, Commissioner Bolles seconded, to approve the Heritage Preservation Commission Minutes of December 19, 2017 with additions. Motion carried 5/0. b) Heritage Preservation Commission Meeting of January 11, 2018 Commissioner Caron moved, Commissioner Brabec seconded, to approve the Heritage Preservation Commission Minutes of January 11, 2018. Motion carried 5/0. 4. CITIZEN REPORTS or COMMENTS a) None 5. DISCUSSION ITEMS a) Site Alteration Permit - 250 Water Street (HPC No. 18-01) Smith presented the staff report. Dave Clark addressed the Commission. Applicant will seal the hole above the door. Caron asked about the electrical box. Mr. Clark stated the electrical box will be small, similar to the existing electrical box. When the tenant changes on the second level, the emergency exit will have to change. Minutes Heritage Preservation Commission January 23, 2018 Page 2 of 4 Mr. Clark stated they plan to paint the rear of the building, including the windows and doors, white. Caron motioned, Salita seconded, to approve the Site Alteration Permit with the exception of the sign on the rear elevation, but including the fire department location on the front façade, possibly using an historic Siamese fire connection, with the as some of these alterations are required by building and fire codes. Motion carried 5/0. Mr. Clark stated that the IOOF building above the pedestrian door on the front façade will not be removed. Mr. Clark believes that the best location for the sign would be under the brickwork on a shroud that covers the retractable awning hardware. The shroud would be about six inches deep. Brabec asked about having the name on an awning valence and keeping the awning up. Commission recommended not painting the awning hardware. Salita stated that the recommended solution to the signage is used in the south. Brabec and Caron complemented the solution. Bolles asked about location of future signs. Lights on front of the building will remain. b) Site Alteration Permit – 478 Second Street (HPC No. 18-02) Scott Weinzetl, 478 Second Street, CFO for Blue Bay addressed the Commission. Commission believed a freestanding sign would be more appropriate. Caron motioned, Brabec seconded, to approve the sign as long as it is not attached to the building and is located within the vicinity of the proposed sign. Motion carried 5/0. c) Site Alteration Permit – 235 Water Street (HPC No. 18-03) Brabec took issue with the blinds in-between the window panes, vinyl around the window, and the handle. Hazel Tinayaines, business owner, addressed the Commission. Brabec recommended removing the blinds, decals and switching the handle. Brabec is recommending painting the door. Brabec moved, Caron seconded, to approve the Site Alteration Permit with the following conditions: 1) The door painted with one historic color. 2) Removal of the blind, but allowing an interior blind. 3) No ornamentation on door except a sign. Minutes Heritage Preservation Commission January 23, 2018 Page 3 of 4 Motion carried 5/0. d) Structures of Merit Caron summarized the Lindsay Hannah’s recommendation on the Structures of Merit list and asked the Commission to determine a plan on moving forward. Brabec recommended framing the historic Excelsior map as a thank you for historic designation. Smith suggested that the Commission determine which are the top 10-15 landmarks and have the Commission and staff start conversations with the property owners. Commission will rank the top 15 landmarks to reach out to those properties owners. Smith will email Caron on the commercial historic designation. e) East Side Commission discussed their recommendations on the East Side plan. 6. COMMUNICATIONS and REPORT a) Next City Council Meeting – February 5, 2018 b) Next HPC Meeting – Tuesday, February 27, 2018 c) Administrative SAP Approvals d) Recent City Council Actions - Smith informed the Commission of recent City Council actions. e) Project Updates 7. FUTURE AGENDA ITEMS a) Downtown Historic District Boundaries – including 426 Lake Street b) Report from staff regarding the list of properties on local register that have been recorded c) Conservation Districts d) Start comprehensive catalog of historic Single Family homes e) Murals 8. ADJOURNMENT Commissioner Brabec moved, Commissioner Salita seconded, to adjourn the meeting at 9:28 p.m. Motion carried 5/0.
