City of Excelsior Hennepin County, Minnesota Minutes Heritage Preservation Commission Tuesday, February 27, 2018 1. CALL TO ORDER/ROLL CALL Chair Macpherson called the meeting to order at 7:00 p.m. Commissioners Present: Anderson, Bolles, Caron, Chair Macpherson, Salita Commissioners Absent: Brabec and Finch Also Present: Planning Director Smith 2. AGENDA APPROVAL Commissioner Caron moved, Commissioner Salita seconded, to approve agenda. Motion carried 5/0. 3. APPROVAL OF MINUTES a) Heritage Preservation Commission Meeting of January 23, 2018 Commissioner Caron moved, Commissioner Anderson seconded, to approve the Heritage Preservation Commission Minutes of January 23, 2018 with changes. Motion carried 5/0. b) Heritage Preservation Commission Meeting of February 15, 2018 Commissioner Caron moved, Commissioner Salita seconded, to approve the Heritage Preservation Commission Minutes of February 15, 2018. Motion carried 5/0. 4. CITIZEN REPORTS or COMMENTS 5. DISCUSSION ITEMS a) Site Alteration Permit – 262 Lake Street (HPC No. 18-05) Smith presented the staff report. Macpherson stated that the doors were installed without permit. Commission would like City Attorney Staunton to attend the next Commission meeting to discuss changes that are being made to buildings without permits. The Commission would like to add this to next month’s agenda. The Commission believed the new doors are consistent with the original doors. Commissioner Salita moved, Commissioner Anderson seconded, to approve the Site Alteration Permit for two new porch doors at 262/264 Lake Street. Motion carried 5/0. Minutes Heritage Preservation Commission February 27, 2018 Page 2 of 3 b) Site Alteration Permit – 635 Glencoe Road (HPC No. 18-04) Staff presented the staff report. Macpherson thought the application was incomplete. Anderson stated that he thought the plans did not meet the City’s design guidelines. Mike Monson addressed the Commission. The open porch area is only for curb appeal, while the screen porch will be usable. Salita stated that the proposed porch will make the house more usable and desirable, but the drawings need more detail. Caron asked about the proposed fireplace. Monson stated that the fireplace would not be visible from the street. The fireplace is three feet tall. Macpherson asked about the foundation, would the posts be visible? Monson stated that the porch would have skirting. Macpherson asked for the doors and skirting material to be shown on the plans. Macpherson said the plans do not have to be CAD drawings, but do have to show more detail. Macpherson asked for an east elevation. Caron motioned, Salita seconded, to continue the item to the March 20, 2018 meeting. Motion carried 5/0. c) Structures of Merit Staff will reorganize the listing and bring it back to the Commission next meeting. Smith will send the designation application to the Commission. d) Lindsay Hannah Recognition Commission made some slight changes. 6. COMMUNICATIONS and REPORTS a) Next City Council Meeting – March 5, 2018 b) Next HPC Meeting – Tuesday, March 20, 2018 (Caron and Salita will be gone) c) Administrative SAP Approvals – Water Street Gallery sign and Red Sauce Rebellion sign – Smith will contact Tim Brandow about filling holes left from the Victors’ sign. d) Recent City Council Actions e) Project Updates – Macpherson gave an update on the Maple Inn. Smith will review what was approved and update the Commission. 7. FUTURE AGENDA ITEMS a) Downtown Historic District Boundaries – including 426 Lake Street Minutes Heritage Preservation Commission February 27, 2018 Page 3 of 3 b) Report from staff regarding the list of properties on local register that have been recorded c) Conservation Districts d) Start comprehensive catalog of historic Single-Family homes e) Murals 8.
