Monday, July 1, 2019
1. CALL TO ORDER/ROLL CALL
Chair Macpherson called the meeting to order at 8:00 a.m.
Commissioners Present: Chair Macpherson, Bolles, Caron, Finch, Reece, Salita, Reece
Commissioners Absent: Brabec
Also Present: City Planner Becker
2. AGENDA APPROVAL
Caron moved, Salita seconded, to approve the agenda as amended. Motion carried 5/0.
3. DISCUSSION ITEMS
a) Stillwater Conservation District Design Guidelines
There was discussion on who should facilitate the standards. There was general
consensus that residential design review needs to be done and that there should be a
paid architectural consultant who can provide an outside perspective and be credentialed
in historic preservation and architecture. The Commission liked the Stillwater
Conservation District Design guidelines but felt that some were too specific to Stillwater.
There was discussion on who should be the reviewing body. The Commission felt the
review board should be made up of three to seven people that are responsible for review
of infill construction. Reece felt that three people should be on the committee and should
be neutral enough to get things done and have historic knowledge. There were varying
opinions on if the review body should be made up of members of the Planning
Commission and Heritage Preservation Commission but that possibly it should be open to
members of the public. They also felt that the consultant should have a vote. There
should be a short period for the review board to write the process. Caron would draft a
recommendation to bring back to the next meeting on July 16. The Commission felt that
applicants should apply, and the Council should choose who is on the review board.
There was discussion if the Heritage Preservation Commission should be able to review
building permits that are listed on the structures of merit list. The Commission felt that
an ordinance should be adopted that requires notification of a potential demolition permit
to the Heritage Preservation Commission.
4. ADJOURNMENT
Motion by Salita, seconded by Bolles to adjourn at 9:18 a.m. Motion carried 6/0.
