Hennepin County, Minnesota Minutes Heritage Preservation Commission Tuesday, July 16, 2019 1. CALL TO ORDER/ROLL CALL Chair Macpherson called the meeting to order at 6:30 p.m. Commissioners Present: Bolles, Chair Macpherson, Finch, Caron, Salita Commissioners Absent: Reece, Brabec Also Present: City Planner Becker 2. AGENDA APPROVAL Caron moved, Bolles seconded, to approve the agenda as amended. Motion carried 5/0. 3. APPROVAL OF MINUTES a) June 18, 2019 Commissioner Caron moved, Commissioner Salita seconded, to approve the minutes for the June 18, 2019 meeting as amended. Motion carried 5/0. b) July 1, 2019 Commissioner Caron moved, Commissioner Bolles seconded, to approve the minutes for the July 1, 2019 special meeting as amended. Motion carried 5/0. 4. DISCUSSION ITEMS a) 340 Water Street– Something Safari (HPC No. 19-18) Macpherson asked if just the fabric was being replaced, and it was clarified that the tubing was proposed to be replaced. Caron clarified if the edge was proposed to be scalloped as the existing is. Bolles acknowledged his past involvement with the property as previous owner and his involvement with the current owner and tenant for both this application and the next application. There was consensus that there was no conflict with these or future applications. Bolles suggested that the applicant be required to maintain the existing piping on the structure. Finch believes that the proposed material is easier to maintain than the existing. Motion by Salita, seconded by Bolles to approve the Site Alteration Permit for the Something Safari sign. Motion carried 5/0. b) 340 Water Street – Mill Building (HPC No. 19-19) Motion by Caron, seconded by Bolles, to table the item to a future meeting, with the applicant providing a rendering of what the color of the shingles will look like as well as what the siding will look like in comparison to the rest of the building as well as how the texture will look. Motion carried 5/0. C) 287 Water Street – All Love Leigh Sign (HPC No. 19-20) Minutes Heritage Preservation Commission 7/16/2019 Page 2 of 3 Motion by Caron, seconded by Finch, to require a comprehensive sign plan for the building delineating the square footage for each tenant within the building and continue the item to a future meeting. Motion carried 5/0. d) 436 Second Street – Vintage Loft Sign (HPC No. 19-21) Finch wanted to see colors and materials of the signs. Bolles wanted to see some logical and tasteful consistency on the building for individual signage and felt that the signage was “hodge podge.” Caron feels that the Vintage Loft sign is inappropriate in that it is not scaled the pedestrian and is not placed at a traditional location. He would also like to see there be some consistency in the dimensions of the building. Macpherson noted that there are additional signs on the side of the building that are not located within the comprehensive sign plan. Motion by Caron, seconded by Salita, to continue the item to the next meeting to get further scaled elevations on each side of the building with all current and anticipated signage proposed to be located on the building along with consistency in size. Motion carried 5/0. e) 249 Water Street – Excelsior Masonic Lodge (HPC 19-23) Caron wanted a historic window expert to verify that the windows could not in fact be repaired. Bolles would like to confirm that the muntin is on the outside of the building. Becker is to pass the contact information of a known wood window expert. Motion by Caron, seconded by Salita, to bring in a window expert to determine if the windows are salvageable, as well as provide a diagram of where the lines to the condenser will be in order to visualize how visible the lines will be, and continue the item to the next meeting. Motion carried 5/0. f) 235 Water Street At its last meeting, the Heritage Preservation Commission reviewed a site alteration permit application for a sign for Angel Readings and asked that the applicant remove the blinds from the door in the front and provide a comprehensive sign plan for the building. No action has been taken by the applicant since the last meeting, and because the 60- day deadline will expire before the next meeting, the deadline for action should be extended to the 120-day deadline. g) Update on Policy for Site Alteration Review of the Port of Excelsior and The Commons Macpherson feels that Community for The Commons does not directly report to the City and so should not have the final decision-making authority on The Commons. Bolles discussed the work session with Community for the Commons discussing The Commons Master Park Plan Implementation. There was discussion on what the HPC can and cannot approve. The Commission scheduled a special meeting to further discuss its response to the Parks and Recreation Commission and Community for The Commons’ comments on July 31st and 8 a.m. h) Stillwater Conservation District Design Guidelines Caron had prepared a letter to the Council in response to the guidelines. The Commission felt that the design review board should choose which guidelines from the Stillwater Minutes Heritage Preservation Commission 7/16/2019 Page 3 of 3 Conservation District Guidelines are appropriate for Excelsior. Motion by Salita, seconded by to recommend that the aforementioned letter, as amended, be submitted to the City Council. Finch questioned if the team that writes the ordinance should be different than the design review board. He feels that there should be a small committee which would solidify the guidelines and draft the ordinance. Caron would revise the letter and bring back to the July 31st work session. i) Prioritizing Future Agenda Items The Commission discussed prioritization of future agenda items. 5. COMMUNICATIONS and REPORTS Communications and reports were provided. 6. FUTURE AGENDA ITEMS The Heritage Preservation Commission discussed future agenda items. 7.
