City of Excelsior Hennepin County, Minnesota Minutes Heritage Preservation Commission Tuesday, September 22, 2020 1. CALL TO ORDER/ROLL CALL Chair Macpherson called the meeting to order at 6:30 p.m. Commissioners Present: Macpherson, Bolles, Caron, Salita, Reece Commissioners Absent: Finch, Brabec Also Present: City Planner Becker 2. AGENDA APPROVAL Motion by Salita, seconded by Bolles to approve the agenda as amended. Motion carried 5/0. 3. APPROVAL OF MINUTES a) August 18, 2020 Commissioner Bolles moved, Commissioner Salita seconded, to approve the minutes for the August 18, 2020 meeting as amended. Motion carried 5/0. b) August 25, 2020 Commissioner Caron moved, Commissioner Bolles seconded, to approve the minutes for the August 25, 2020 meeting. Motion carried 5/0. Minutes Heritage Preservation Commission 9/22/20 Page 2 of 4 4. CITIZEN COMMENTS OR REPORTS None 5. DISCUSSION ITEMS a) New Structure at 645 Glencoe Road Site Alteration Permit (HPC No. 20- 23) Becker presented the report. Jon Monson, 200 Water Street, spoke regarding the application and explained that this application was very similar to the Site Alteration Permit that was approved for 7 George Street to move an existing structure located at 200 Lake Street to that property following an approved administrative subdivision. He reiterated that the goal was to revise the legal description within the ordinance that dedicated the property located at 635 Glencoe Road to only include the revised legal description after subdivisions occurred from this property. Phil Pulitzer, 664 Glencoe Road, would very much support the 645 Glencoe Road project. Caron would like to clarify if 655 Glencoe Road is the existing structure to the east. He feels that the proposal anticipates any issues the HPC may have with the proposal by placing the structure further back than the historical structure so that street views can be preserved. Motion by Caron, seconded by Salita, to approve the Site Alteration Permit for the new structure as well as to approve the request to amend the legal description dedicating 635 Glencoe Road as a landmark property to be the legal description of this property after its subdivision creating 645 and 655 Glencoe Road. b) Future Agenda Items Minutes Heritage Preservation Commission 9/22/20 Page 3 of 4 Macpherson and Salita felt that the commercial signage and mural discussion should be looked at first. Salita specifically feels that murals may be appropriate in Excelsior so long as they adhere to the commercial signage standards within the City. Macpherson asked that Salita come up with a draft proposal for murals. Caron wanted the proposal to include that uncovered brick should not be painted over. Macpherson also thought that the Commission would likely not be in favor of any proposal that included a street-facing mural. Salita asked that Becker send him the Sign Regulations from the Zoning Code. Macpherson would suggest that Unoccupied Buildings be moved up to Item 6. He also felt that the HPC Recognition Awards should be dealt with, and Becker said that the subcommittee felt that it should wait until we have in-person meetings so that the awards can be presented in person. Caron concurred that this was the approach the HPC wanted. Bolles felt that the Port of Excelsior Future and Blue Line Ticket Booth should be addressed as new developments within the Commons Master Plan occur. Macpherson asked that Bolles prepare a draft list of questions and items to discuss as they relate to new developments within the Commons Master Plan. 6. ADJOURNMENT Motion by Salita, seconded by Bolles, to adjourn at 7:45 p.m. Motion carried 5- 0.
