1. CALL TO ORDER/ROLL CALL
Chair Macpherson called the meeting to order at 6:30 p.m.
Commissioners Present: Macpherson, Bolles, Brabec, Caron, Salita, Tyler
Commissioners Absent: Finch
Also Present: City Planner Becker
2. AGENDA APPROVAL
Motion by Salita, seconded by Brabec to approve the agenda as amended. Motion carried
5/0 (Tyler not yet present).
3. APPROVAL OF MINUTES
a) January 26, 2021
Commissioner Caron moved, Commissioner Bolles seconded, to approve the minutes for the
January 26, 2021 meeting. Motion carried 5/0 (Tyler not yet present).
4. CITIZEN COMMENTS OR REPORTS

5. DISCUSSION ITEMS
a) 7 George Street Landmark Designation Application (HPC No. 21-01)

Becker presented the report. Motion by Salita, seconded by Bolles, to direct staff to
conduct a designation study. Motion carried 6-0. Peter Hartwich, 186 George Street, wanted
to add a note that the cut of the property may potentially harm trees on the property. Bolles
wanted to note that there is dirt on top of the root of the trees and that that may make
trees vulnerable. Macpherson asked that the City Arborist visit the site to investigate the
dirt on top of the roots.
b) 173 Second Street Landmark Designation Application (HPC No. 21-03)
Becker presented the report. Salita added historical information that he discovered
and said that he would check further with Scott McGinnis of the Lake Minnetonka Historical
Society. Motion by Bolles, seconded by Tyler, to direct staff to conduct the designation
study. Hartwich didn’t like that the designation would be conditioned on the property being
subdivided. Bill Stoddard, applicant, spoke regarding the application. Motion carried 6-0.
Brabec wanted to clarify that she was in support of the designation but was not in support
of the lot being split.
c) 366 Water Street Site Alteration Permit Approval Revision (HPC No. 20-10)
Salita asked if the timeline was starting all over, and Becker said that it was not, as
this is a revision to the approval and not the application. Caron asked if the applicant were
to submit revised plans if the application should be viewed as a new Site Alteration Permit
as opposed to an amendment, and the Commission felt that it should be. Motion by Bolles
to approve Resolution 2021-02, seconded by Tyler. Motion carried 6-0.
d) Mural Discussion
Motion by Bolles, seconded by Salita, to adopt the mural language into the Design Manual.

6. ADJOURNMENT
Motion by Salita, seconded by Bolles, to adjourn at 7:30 p.m. Motion carried 6-0.
