City of Excelsior Hennepin County, Minnesota Minutes Heritage Preservation Commission Meeting Tuesday, May 23, 2023, 6:30 p.m. 1. CALL TO ORDER/ROLL CALL Chair O’Hanlon called the meeting to order at 6:30 p.m. Other Commissioners Present: Caron, Bolles, Mark, Gephart, Dahlstrom Commissioners Absent: Brattland Also Present: Kevin Staunton, City Attorney/Assistant City Manager 2. AGENDA APPROVAL Caron moved to approve the agenda as presented, seconded by Bolles. Motion passed 6-0. 3. CONSENT AGENDA – There was nothing on the Consent Agenda. 4. CITIZEN REPORTS OR COMMENTS There were no comments from the public. 5. NEW BUSINESS a) Site Alteration Permit – 260 Water Street (HPC No. 23-08). The Applicant sought permission to install a canvas awning using the existing hardware mounted on their building. After discussion, Caron moved to adopt HPC Resolution No. 2023-06 granting a site alteration permit to install a canvass awning on the existing hardware mounted on the building. Gephart seconded. The motion passed 6-0. b) Site Alteration Permit – 300 Water Street (HPC No. 23-10) – The Applicant sought permission to remove the false mansard roof on the building in association with use of the building as a temporary construction staging area for the project at 339 Third Street. After discussion that included the fact that the mansard roof was not an original part of the building, Gephart moved to grant a site alteration permit for removal of the mansard roof. Caron seconded. The motion passed 6-0. c) Sketch Plan Review – 262 Lake Street (HPC No. 23-11). The Applicant presented an overview of his plans for the building. The commission provided informal comments of guidance for the Applicant. d) Consultation on Potential Hazardous Building Order – 101 West Lake Street (HPC No. 23- 12). Staunton provided an overview of the issues associated with the building and asked for the Commission’s input on the proposed demolition of the structure. After  discussion, the commission asked Commissioner Caron to check his records regarding the structure and agreed that staff and Commissioner Bolles would reach out to the homeowner to discuss possibilities for preserving the structure. 6. UNFINISHED BUSINESS – there was no unfinished business. 7. COMMUNICATIONS and REPORTS a) Next Regular City Council Meeting – June 5, 2023 b) Next HPC Meeting – Tuesday, June 27, 2023 c) Other Updates 1) Subcommittee Reports i) 201 Second Street – staff reported the need to extend the time to complete the work on the project. ii) 173 Second Street – The subcommittee members reported on the status of discussions with the homeowners. iii) Event Subcommittee – O’Hanlon gave an update on the subcommittee’s work and the upcoming event. 2) Historic Steamboat Bell – after continuation of the discussion from the April meeting regarding the potential for locating the Bell in the Port of Excelsior including the Park and Recreation Committee’s approval of Mr. Bolles study of the matter and the need for the right location and need for security, Gephart moved to recommend to the City Council that the Bell be stored in the Port at Location No. 1 (as supported by the Park and Recreation Commission and the Men’s Garden Club). Dahlstrom seconded. The motion passed 6-0. 8. FUTURE AGENDA ITEMS 9. ADJOURNMENT – Gephart moved adjournment. Mark seconded. Motion passed 6-0.
