Tuesday, August 3, 2023
1. CALL TO ORDER/ROLL CALL
Chair O‘Hanlon called the meeting to order at 6:30 p.m.
Other Commissioners Present: Bolles, Brattland, Caron, Gephart,
Mark joined the discussion via Zoom but was not able to cast a vote
pursuant to rules regarding remote attendance from
undisclosed/nonpublic locations.
Commissioners Absent: Dahlstrom
Also Present: Kevin Staunton, Assistant City Manager/City Attorney
Daniel Van Holland, City Planner
2. AGENDA APPROVAL
Gephart moved, Caron seconded. Motion carried 5-0.
3. 173 SECOND STREET SITE ALTERATION PERMIT
Continued from the previous meeting. The request was to approve the replacement of the front
façade windows with like-sized historic windows from the left-side façade. Brattland moved to
approve the request as presented with the condition that a professional provide
measurements of the impacted windows prior to removal . Motion failed due to lack of a
second.
Gephart moved the continue the request to the next regular meeting, pending submission of
professionally obtained measurements of the windows. Brattland seconded. Motion carried 5-
0.
Mark disconnected from the meeting following this item.
4. 249 WATER STREET SITE ALTERATON PERMIT AMENDMENT
The request presented was to approve an amendment to alter certain materials and methods of a
previous approval. Brattland moved to approve the request with an amendment to encourage
maintaining the ground-level window outline on the north side of the building . Gephart
seconded. Motion carried 4-1 with Bolles dissenting because of structural concerns not being
addressed by a competent structural professional and the need for a structural report with the
submittal.
Commissioner Gephart left at 8:00 p.m. A quorum was still present.
5. 449 SECOND STREET SITE ALTERATION PERMIT
The request presented was to approve the painting of a mural on the building at 449 Second
Street. Brattland moved to approve the request with the following amendments to the findings
of fact include 1) mural is on a secondary wall; 2) the area is already painted; and 3) mural is
on a block addition and no architectural features are impacted . Caron seconded. Motion
carried 4-0.
6. ADJOURNMENT
Brattland moved. Caron seconded. Motion carried 4-0. The meeting adjourned at 8:30 p.m.
