Finance & Keno Committee Meeting
February 19, 2019
The Finance & Keno Committee of the City of Fairbury met February 19, 2019 at 7:00
p.m. in the City Offices located at 612 D Street, Fairbury, Nebraska.
Roll call found the following committee members, Tim Polson, Kelly Davis, and Brian
Schmidt. Also, in attendance, Mayor Homer Ward, City Clerk Carissa Lufkin, and City
Administrator Collin Bielser.
Polson called the meeting to order at 7:00 p.m. and stated a current copy of the Open
Meetings Act was posted near the entry of the meeting room. Davis moved to convene.
Motion seconded by Schmidt. Polson, Schmidt, and Davis voting “yes.” Motion carried.
Davis moved to approve the Finance/Keno Committee minutes from the December 4,
2018 meeting. Motion seconded by Schmidt. Polson, Schmidt, and Davis voting “yes.”
Motion carried.
Business item, “Consider Request from City Clerk Lufkin to Attend the 2019 Nebraska
Municipal Clerk Institute and Academy,” was introduced. City Administrator Bielser
explained that the Municipal Clerk Institute and Academy is a yearly educational training
event. This would be Lufkin’s third year attending the conference. It was noted that while
the training is available for all Clerk’s, to become a certified clerk, three years of training
is required. Schmidt moved to approve City Clerk Lufkin’s request to attend the training.
Motion seconded by Davis. Davis, Polson, and Schmidt voting “yes.” Motion carried.
Next, the Committee considered, “Consider Industrial Park Cash Rent Farm Lease
Agreement.” City Administrator explained that the right to use the property for agricultural
purposes is competitively bid every three years. The City received two bids, with the high
bidder being Jason Marschman for $7,830 per year. Davis moved the Finance Committee
accept Mr. Marschman’s bid and recommend approval to the City Council. Motion
seconded by Schmidt. Schmidt, Polson, and Davis voting “yes.” Motion carried.
With no further business, Davis moved to adjourn. Motion seconded by Schmidt. Davis,
Polson, and Schmidt voting “yes.” Motion carried. The meeting adjourned at 7:04 p.m.
