Approved Meeting Minutes Fairfield Town Council Regular Meeting (B) July 16, 2025 Minutes Date: Wednesday, July 16, 2025 Location: Fairfield Town Office, 103 East Main Street, Fairfield, Utah Time: 8:25 P.M. Minutes By: Stephanie Shelley Town Council Members Present: Mayor Hollie McKinney, RL Panek, Tyler Thomas, Excused: Richard Cameron, Michael Weber Staff Present: Stephanie Shelley- Recorder, Codi Butterfield - Treasurer, Todd Sheeran - Attorney (via Zoom) Others Present: Tal Adair, Vance & Suzanne Baxley (Genola), McKay Swainsten (Santaquin), Wayne Taylor, Nick & Heather Christensen (Cedar Hills), Brent Ault, Heidi Densley, Jayson Densley. Others Present Via Zoom: Brenda Tanner, McKay Swainston, Jim, J Gillman. Business Items The Council will discuss (without public comment) and may approve the following items: 1)​ Discuss the future use and maintenance of the property purchased on 121 West Main Street. Mayor McKinney reopened discussion on the future use and maintenance of the property at 121 West Main Street, noting it had been added back to the agenda. The Council addressed immediate maintenance needs and agreed the lawn must be mowed regularly. Mayor McKinney disclosed that her son, who operates a landscaping company and currently maintains other Town properties, offered to perform the work for $45 per week. Attorney Todd Sheeran advised that this arrangement appeared permissible if the conflict was disclosed, but he would confirm with Town policy. The Council then discussed potential long-term use of the property. Suggestions included using the house as temporary office space if needed or subdividing and selling it while retaining a road easement for future access to Town facilities. Members agreed that keeping the western access road and possibly vacating a southern easement could maximize property value while preserving zoning requirements. They considered that selling the house with about one acre would make it more appealing, while the remaining property could be retained for Town use, such as a future town hall. The group agreed that final decisions should include input from absent council members before moving forward with subdivision and sale. The regular meeting was then adjourned, and the Council entered a closed session. Closed Session Possible motion to enter into closed session for the purchase, exchange, or lease of property; pending or reasonably imminent litigation; the character, professional competence, or the physical or mental health of an individual; or the deployment of security personnel, devices, or systems. Councilman Panek adjourned this meeting. Councilman Thomas seconded the motion at 8:31 pm. Councilman Thomas motioned to temporarily recess the Council meeting to go into closed meeting for the following purpose(s): Strategy sessions to discuss pending or reasonably imminent litigation. Counciman Panek seconded the motion. Mayor McKinney - Yes Councilman Thomas - Yes Councilman Panek - Yes The motion passed unanimously. Councilman Thomas reopened the session at 8:59 pm. Adjournment Councilman Thomas made a motion to adjourn the meeting. Councilman Panek seconded the motion. The motion passed unanimously.
