Unapproved Meeting Minutes Fairfield Town Council Work Session/Regular Meeting February 7, 2023 WORK MEETING Date: Tuesday, February 7, 2023 Location: Fairfield Town Office, 103 East Main Street, Fairfield, Utah Time: 6:00 p.m. Minutes were taken by: Stephanie Shelley, Recorder. Agenda Item #1 - Open the Town Council Work Session. Mayor Gurney called the Town Council Work Session Meeting to order at 6:04 p.m. Agenda Item #2 - Roll Call. Town Council Members Present: Mayor Brad Gurney, RL Panek, Tyler Thomas, Hollie McKinney, Richard Cameron Staff Present: Stephanie Shelley- Recorder Others Present: Garrett Dutson, Utah County Deputy Sheriff Others Present via Zoom: Larry Jenkins, Mike, Hansen Agenda Item #3 - Town Council will Close the Work Session for a Closed Meeting per State Code 52-4-205. (1) A closed meeting described under Section (c)strategy sessions to discuss pending or reasonably imminent litigation. Councilwoman McKinney motioned to close the meeting to discuss upcoming litigation. Councilman Cameron seconded the motion. It was unanimously approved. Mayor Gurney - Yes Councilwoman McKinney - Yes Councilman Panek - Yes Councilman Thomas - Yes Councilman Cameron - Yes Agenda Item #4 - Open Work Session Mayor Gurney opened the Work Session back up at 6:50 pm. Agenda Item #5 - Discussion on IRL CUP. Nothing was discussed. Agenda Item # 7 - Discussion on New Business. Nothing was discussed. Agenda Item # 8 - Adjourn the Town Council Work Session Meeting. Councilwoman McKinney made a motion to adjourn the meeting. Councilman Cameron seconded the motion. The motion passed unanimously. The meeting adjourned at 7:02 p.m. 2 of 6 Unapproved Meeting Minutes Fairfield Town Council Work Session/Regular Meeting February 7, 2023 REGULAR MEETING Date: Tuesday, February 7, 2022 Location: Fairfield Town Office 103 East Main Street Fairfield, Utah Time: 7:00 p.m. Minutes by: Stephanie Shelley Agenda Item #1 - Open the Town Council Regular Session Meeting. Mayor Gurney called the Town Council Regular Meeting to order at 7:06 p.m. Agenda Item #2 - Roll Call. Town Council Members Present: Mayor Brad Gurney, RL Panek, Hollie Mckinney, Tyler Thomas, Richard Cameron Staff Present: Stephanie Shelley- Recorder Others Present: Ryan Durrant, Vern Carson, Chewrie Anderson, ALina Pringle, and Rob Richards. Others Present via Zoom: Larry Jenkins, Mike, Hansen, Ronnie, Michael Weber, iPad Agenda Item #3 - Prayer / Pledge of Allegiance. Councilman Thomas offered the prayer, and Mayor Gurney led the Pledge of Allegiance. Agenda Item #4 - Discussion on the IRL CUP. The Council discussed the IRL CUP. Rob Richardson and Cherie Anderson were present to discuss the CUP with the Council. Agenda Item #5 - Sheriff’s Department Update. Deputy Duston reported to the Council that he has talked to an Engineer about dropping the speed limit on Highway 73 through the Town from 55 mph to 45 mph. He reported that most small Towns' speed limit is 35 to 45 mph. UDOT bases the speed limit on the average speed. He said that the average speed through Fairfield is 85.5 mph. UDOT is looking into revamping the speed limit. Deputy Dutson also reminded the Council that the new contract for the Sheriff’s Department would start on July 1st. 3 of 6 Unapproved Meeting Minutes Fairfield Town Council Work Session/Regular Meeting February 7, 2023 Agenda Item #6 - Planning Commission Update. Chairwoman Pringle reported the following updates from the Planning Commission: The Durrants have filed to vacate the undeveloped road on their property. The Commissioners gave a positive recommendation to vacate the road. Enyo would like to know what they can do with their property in Fairfield. They asked about battery storage. The Council held a discussion and determined that they would like that better than solar panels. Someone had contacted Chairwoman Pringle about having manufacturing or auto sales for vehicles, and she informed them that they would need to request a rezoning of the property. She also reported that the Commission is still working on the General Plan and hopes to have a draft ready in March. Agenda Item #7 - General discussion on Roads. The Council will hold a Public Hearing on vacating the undeveloped road on the Durrant property. The Council discussed the phantom road that runs through Hansen's property. They talked about realigning the road to have it go straight through. They also discussed the possibility that the Hansens would lose two buildable lots if they moved things around. The Council discussed Jim Baker's driveway along 75 West. They discussed future projects that might take place on the road. They also did not think adjusting his property line would be a good idea. The Council discussed the Butterfield site plans for a new home that is in the process of being approved. The Council also agreed that they do not need to pay a water impact fee. Council Panek would like to have standards on what roads should be improved and paved throughout Town. 4 of 6 Unapproved Meeting Minutes Fairfield Town Council Work Session/Regular Meeting February 7, 2023 Agenda Item #8 - Discussion on Town Priorities. The Council discussed what Priorities they should work on. Mayor Gurney wanted them to work on the budget for this next fiscal year. The Council discussed hiring an engineer for water lines. It was pointed out that bids over $10,000 must go through the bid process. Agenda Item #9 - Discussion on the General Plan. Chairwoman Pringle asked the Council to send the Planning Commission any priorities that should be included in the General Plan. Agenda Item #10 - Discussion on Town Park. The Council discussed the process of creating a Town Park. They also discussed whether arsenic removal could be taken to the IRL landfill. The Council will talk with KC Morris about the cost of removing the arsenic soil and bringing lean soil in. They discussed building a pavilion and bathroom. They discussed the cost of building the park all at once compared to adding to it over several years. They will need more information to get an accurate comparison. Mayor Gurney will verify if they can use the $300,000 towards the park instead of the museum. Agenda Item #11 - Discussion on the coming 2023-2024 Fiscal Year Budget. Mayor Gurney asked the Council to turn in their department's budgets for next year's fiscal year. Agenda Item #12 - Discussion on Training. Did not discuss this agenda item. Agenda Item #13 - Discussion on the Municipal General Election. Stephanie Shelley informed the Council and those present which position will be on this year's ballot. The Mayor's position is a four-year term. Council Seats A & B are a four-year term. Council Seat D is a two-year term. Declaration of Candidacy will be June 1st thru 7th from 8 am - 5 pm per State Code. 5 of 6 Unapproved Meeting Minutes Fairfield Town Council Work Session/Regular Meeting February 7, 2023 Agenda Item #14 - Vote to Approve the Work/Regular Session Minutes for January 10, 2023. Councilwoman McKinney made a motion to approve the minutes for the January 10, 2022 Work/Regular Session. Councilman Panek seconded the motion. The motion passed unanimously. Councilwoman McKinney motioned to approve the Financials ending December 31, 2023. Councilman Cameron seconded the motion. The motion passed unanimously. The Council will have IRL back for the next meeting. Agenda Item #17 - Discussion on Old Business. The Town will have a Food Truck, “All About the Eats,” next February 17th, Friday, 5 - 7. Agenda Item #18 - Discussion on New Business. no Agenda Item #19 - Adjourn the Town Council Regular Meeting. Councilwoman McKinney made a motion to adjourn the meeting. Councilman Panek seconded the motion. The motion passed unanimously.
