Minutes By: Stephanie Shelley Agenda Item #1 - Open The Town Council Regular Session Meeting Mayor Gurney Called The Town Council Work Session Meeting To Order At 7:02 P.M. Agenda Item #2 - Roll Call Town Council Members Present: Mayor Brad Gurney, Rl Panek, Tyler Thomas, Hollie Mckinnley, Richard Cameron Staff Present: Stephanie Shelley- Recorder Others Present: Cherie Anderson, Jay (illegible) Eagle Mountain, Ryan Durrant. Others Present Via Zoom: Richard Cameron, Ronnie, iPhone, Westlake, ipad3 Agenda Item # 3- Prayer / Pledge of Allegiance Mayor Gurney offered the prayer and led the Pledge of Allegiance. Agenda Item # 5 - Discussion with Silverlake and a presentation on improving the internet in Fairfield. Brett Mansfield from Silverlake stated that he would like to update the internet in Fairfield's own, and he is looking into Funding from the federal government. Utah State is receiving $317 million in funding, but this area is considered already served, which he disagrees with. Brett submitted a request for reconsideration to potentially secure funding for building fiber infrastructure in the underserved area. By upgrading the Town network, he would hope to provide a gigabit of internet to all homes in the area. To achieve this, he plans to lay fiber along the main road between towers and construct two additional towers due to obstacles like trees. The equipment cost is $45,000, and hoped the Town could assist with the remaining expenses to make this plan feasible. 1 of 6  Approved Meeting Minutes Fairfield Town Council Work Session/Regular Meeting September 12, 2023 Wireless connections: While some users would receive fiber to the home, others in more remote areas would have wireless connections with improved technology, potentially offering a full gigabit of speed. The long-term goal is to expand fiber infrastructure with federal funding. Once we secure the necessary 'b' funding, the remainder will be allocated towards establishing the fiber depot, which comes to a total of $45,000. I currently have $15,000 to contribute, and this amount will be dedicated solely to acquiring the equipment, hardware, and fiber required to make this project a reality. Labor costs and other expenses will be covered separately. Regarding the fiber installation process, my approach involves utilizing existing trenches wherever possible. We will dig down to a depth of 36 inches, place the fiber, and then backfill the trench. Additionally, we plan to employ a method known as "boring under the roads" using a missile, which does not involve traditional drilling techniques. Brett approached the State, inquiring about the possibility of tying into their fiber line. However, they promptly declined the request. He then explored the option of utilizing unused fibers from larger companies through a trade arrangement with UDOT. In the past, he had engaged in such trades, offering empty fibers in exchange for something elsewhere. Unfortunately, Brett currently lacks any assets or agreements for such exchanges. Therefore, he cannot access the fibers held by UDOT without a mutually beneficial trade, even though he questions the ownership of those fibers as they traverse Direct Comms along SR 73. Connecting multiple circuits to the fiber through ‘Direct’ is a feasible option. However, the issue lies in the cost-benefit ratio. Even if every household signs up for a $55 per month plan, the expenses for establishing these connections might exceed the revenue generated. This poses a significant challenge in terms of cost-effectiveness. The Council is currently in discussion regarding the allocation of funds to Silver Lake for bringing fiber to the town. A decision is expected to be reached within the next two months. The town Council asked Brett to bring in a proposal, as it will need to be sent out for bids. Agenda Item # 4- Planning Commission Update. 2 of 6  Approved Meeting Minutes Fairfield Town Council Work Session/Regular Meeting September 12, 2023 Chairwoman Pringle stated that the items on our agenda align with the ongoing work with the Commissioners. Right now, our main focus includes examining battery storage as part of our agenda to determine its suitability for our area. We've also reviewed a sample ordinance from New York and adapted it to better suit our needs. Mayor Gurney has offered to further refine it within our local code. In our next meeting, we'll delve into our second action item, which is an eight-year review of ADUs and their corresponding priorities. Additionally, we've been concentrating on the Bradshaw side but encountered issues with its approval process. Hence, we must scrutinize our signage ordinance more closely. She presented a modified version based on Eagle Mountain's ordinance in our last Planning Commission meeting. We'll discuss this at our upcoming meeting to gauge if it aligns with our collective preferences. The Council talked about people living in trailers, Mayor Gurney will talk with Larry about getting a clearer understanding of legal questions regarding trailers.. Agenda Item # 6- Discussion on the Town Park. Councilman Cameron showed those present the old and new site plans of the Town park. He discussed the need for a site plan for a park and their efforts to engage a civil engineer named Steve Jackson for assistance. They mentioned concerns about soil and the need for an RFP (Request for Proposal) for soil work. Councilman Cameron suggested covering the soil with topsoil, potentially for grass growth. They also mentioned priorities, including a fence and a history path, and the idea of gradually building facilities for the park based on usage. Agenda Item # 7 - Discussion on the State of Utah Department of Natural Resources and discussion of State Parks in regards to the donation property for the parking lot. The Mayor talked with the Council about some concerns he has with the agreement he received from the State. He is waiting to hear back from Larry Jenkins. He asked that the Council spend some time reviewing the agreement. Agenda Item # 8- Vote to Approve the State of Utah Department of Natural Resources, Discussion of State Parks. Regarding the donation property for the parking lot Tabled Agenda Item #9 - Discuss Fairfield Town’s Title 10.17.100 (I) adding Solar Power Plant Large to the code. The Council received the ordinance today, and they intend to carefully review it. Tabled Agenda Item #11- Discussion on the Revision and update of the Fairfield Town’s General Plan. The Council started reviewing comments that are in the General Plan. They held discussions on different comments throughout the document. Agenda Item # 12- Vote to approve the Revision and update of Fairfield Town’s General Plan #0912202023-02. Tabled Agenda Item # 13 - Discussion on Flooding on Roads in Fairfield. The Council has chosen to commission a study to investigate the causes of the flooding and identify the necessary measures to address the issue. Agenda Item # 14- Discussion on Disposal of Fairfield Town Surplus property. The Council held a discussion on the surplus of the old street signs. They reviewed the surplus ordinance. Agenda Item # 15- Vote to approve the Disposal of Fairfield Town Surplus property #09122023-03. Councilman Thomas motioned to approve the Disposal of Fairfield Town Surplus property #09122023-03. The Council discussed Halloween.
