AGENDA AHC MEETING, June 3, 2024 Meeting called to order at 6:30PM Attendance: Rebecca, Sue, Linda, Jack, Marianne, Treasure, Celi (left at 7:35PM), Christian (arrived at 6:57pm) Approval of minutes for the May meeting ● Marianne - motions, Treasure - seconds, unanimous approval Approval of minutes for the April meeting ● Celi - motions, Marrianne - seconds, unanimous approval Treasurer’s Report ● Rebecca: We do not have a Treasurer currently, so we did not have this information and it was not asked for by another officer. Well and good of the order Announcements from commissioners: ● Sue: Pride on Monroe Street ● Celi: Frozen Jr this summer, 14th blacksmithing event at Pricket’s Fort ● Linda: Sound of Music opens the 14th ● Rebecca: Cultivate WV workshop at 5:30 on 6th of June, Fashion Show on Saturday, Fairmont history tours are back Announcements from the public: ● Shea: sums up what The Hub is and what it does, hearing on the Box Factory Imminent Domain on Wednesday ● Leigh Anne: Fairmont Academy of the Arts has a lot of summer programming Old Business: ● Update from the Planning Dept on the direction of public art: ○ $10,000 every year in the budget for Public Art ○ Policy and procedure developed to include the AHC ■ Collaboration with the City’s planning department where they would help manage applications and notices ■ AHC reviews applications through an objective review process with criteria with good, clear evaluations ■ Projects could be murals, sculpture, projection, etc. ■ City staff would take our decisions, inform the artists, and do all the payment  ■ Payment to artists can’t be paid upfront because of state law. So, it would be reimbursement or we get a quote and buy supplies for the artist ■ Shea has a policy and application draft but wants to run it by the new City Manager ● Rebecca says we can review the old draft and compile some feedback ○ Jack: Who will be given credit for the program and projects? ■ Shea: It can be put out under Arts & Humanities, or City of Fairmont and AHC ○ Linda: Who chooses the location for art? ■ Shea: Artist has to get the property owner to sign off before they submit their application. If it is a city-owned property, the city can grant permission. ○ Jack & Linda: Concerns about how much money is given to each artist ■ Linda: Should we set a cap? ● Rebecca: We can decide to award 1 big one, a few smaller ones, etc. ○ Jack: Who gets the final say? ■ Shea: AHC would have final approval in his mind. The City could get involved if there is any issue with the applicant's eligibility ○ Celi: Could she make a motion to collaborate with planning? ■ Rebecca: Has concerns about everyone having the information needed to vote at this time. Proposes tabling until we review the old draft for the project and have a comment period of two weeks. ● Shea: He can come back for the July meeting ● Treasure motions: Table collaboration with the planning committee until the AHC has been able to review the old draft. There will be a 2 week comment period and we will circle back to this project at our July meeting. Celi seconds. ● Update on Variety Show ○ August 3rd at 7:30 PM ○ $150 to pay for both lights and sounds ○ Shawn & Kathy playing steel drums ○ Greg & Dani - vocals ○ John Fallon - drama ○ John Morrison - Violin ○ Michael Stewart - music ○ Rebecca: Anything you need from us before next meeting? ■ Christian: No. ○ Rebecca: Suggests we make a FB event ■ Christian says he will ● Review of Mission as per Comprehensive Plan and City Charter ○ Rebecca goes over the charter ■ 11 seats - we currently have 2 vacancies ● Must live within city limits to serve ■ We don’t get paid but can be reimbursed for qualifying expenses  ■ The Charter is not something we are able to make changes to ■ Any questions about the “Creation, Term, Vacancy” section? ● None ■ Any questions on the “Powers and Duties” section? ● Has questions and discussions about what is a “Cultural institution” ○ Fairmont Comprehensive Plan ■ Rebecca goes over the plan ● Vitality: a thriving downtown business district with a vibrant arts and culture scene ○ Feels Fairmont is getting there (Two/Two/Eight, Loving WV, Hannah’s Clay Creations, etc.) ● Need to market and promote the city ● Identify new opportunities to expand public art ● Support efforts of the City of Fairmont Human Rights Commission ○ Questions? ■ None New Business: ● AHC Rules of Order ○ Officers and Organization ■ Officers will be elected annually in July of each year ■ Rules should be re-approved each July with any adjustments ■ Officers ● Chairperson, Vice Chair, Treasurer, Secretary ● Linda suggests the Chair person doesn’t vote ○ Shea: Some bodies do where the Chairperson votes last ○ Rebecca: we don’t typically do roll call vote but if we do this could be a good rule to implement ● Treasurer ○ Jack: Notes we haven’t traditionally had one ○ Rebecca: Having this position could help with making people invested ■ Agendas ● Reminder: Agenda deadline is a matter of state law ● We cannot appoint anyone to this commission—it is not a power we have ○ Shea: Dylan’s Rule states: ■ If the state doesn’t give permission, and the city doesn’t, it is prohibited ○ Leigh Anne ■ Cannot have an official position on the commission due to living outside city limits, but can be sought out for advice or insight and come and speak as a member of the public ■ Robert’s Rules of Order  ● Rebecca goes over these rules and different motions ○ Our commission does things by motion ■ Motions need a second ○ Marianne: Suggests a time limit per public comment ■ Shea: as long as it is done fairly you can put a cap on it ● Proposes: 5 minutes with the commission able to change time limits with motions and votes by commissioners ○ Privileged motion ■ Can be made for votes happening at the same meeting (i.e. motion to reconsider) ■ Needs a second ■ We can only reconsider if it is put on the agenda ● Linda: notes the city’s rule on decorum ○ Rebecca: Says she is going to put the City’s rule in our rules ● Submissions for rules ○ Goes over the submissions received ■ No major discussion on any of the items ■ Linda talks about judging and nomination procedures ● Rebecca asks if we can table this to have a more involved discussion at a future meeting, as it doesn’t pertain to agenda items ■ Linda says her concerns have been satisfactorily addressed ADJOURNMENT Sue - motions Linda - seconds
