The Adjourned Meeting of the City Council of the City of Fairmont was held at 4:30 p.m.
on the 20th day of April, 2021, at the Public Safety Building located at 500 Quincy Street,
Fairmont, West Virginia.
Mayor Mainella called the meeting to order.
Roll call was taken by the Clerk.
Councilmembers present were:
First District Joshua D. (Josh) Rice
Second District Anne E. Bolyard
Fourth District Richard (Rick) Garcia
Fifth District Barry H. Bledsoe
Sixth District Gia Deasy
Eighth District Thomas (Tom) Mainella
Ninth District Donna M. Blood
Absent:
Third District Karl (David) Kennedy
Seventh District Blair Montgomery
Also present were:
City Manager Valerie A. Means (by phone)
City Clerk Janet L. Keller
Finance Director Priscilla Hamilton
IN RE: COUNCILMEMBER MONTGOMERY EXCUSED
Councilmember Bledsoe moved to excuse Councilmember Montgomery from tonight’s
meeting. The motion was seconded by Councilmember Blood.
The Mayor declared Councilmember Montgomery excused from tonight’s meeting by
unanimous vote of those Councilmembers present.
PUBLIC HEARING
IN RE: A RESOLUTION APPROVING RATES OF LEVY LAID BY THE CITY
OF FAIRMONT, MARION COUNTY, AND APPROVED BY THE STATE TAX
COMMISSIONER FOR MUNICIPAL PURPOSES FOR THE FISCAL YEAR
BEGINNING JULY 1, 2021 IN ACCORDANCE WITH CHAPTER 11, ARTICLE 8 OF

THE WEST VIRGINIA CODE, AS AMENDED
Pursuant to a notice duly published in the Times-West Virginian, on March 31, 2021 and
April 7, 2021, Mayor Mainella convened a public hearing to obtain citizen input on a
resolution to approve the levy rates for July 1, 2021.
Mayor Mainella asked if anyone present wished to speak in favor of or in opposition to
the proposed resolution.
Ms. Means spoke in favor of the proposed resolution.
Finance Director Priscilla Hamilton also spoke in favor of the proposed resolution.
There being no one else to speak to the proposed Levy, the public hearing was called to
a close at 4:35 p.m.
CONSIDERATION OF COUNCIL BUSINESS
IN RE: ADOPTION, A RESOLUTION APPROVING RATES OF LEVY LAID BY
THE CITY OF FAIRMONT, MARION COUNTY, AND APPROVED BY
THE STATE TAX COMMISSIONER FOR MUNICIPAL PURPOSES
FOR THE FISCAL YEAR BEGINNING JULY 1, 2021 IN ACCORDANCE
WITH CHAPTER 11, ARTICLE 8 OF THE WEST VIRGINIA CODE, AS
AMENDED
Mayor Mainella entertained a motion for the adoption of the proposed Resolution.
Motion:
Councilmember Blood moved for the adoption of the resolution and Councilmember
Garcia seconded the motion.
The Clerk read the proposed resolution by synopsis for the first time.
Roll call was taken by the Clerk.
Mayor Mainella declared the resolution adopted by unanimous vote of those
Councilmembers present.
ADJOURNMENT
Mayor Mainella entertained a motion for adjournment.
Motion:

Councilmember Bledsoe moved to adjourn the meeting. Councilmember Rice
seconded the motion.
Mayor Mainella declared the meeting adjourned by voice vote of Council at 4:37 p.m.
