December 21, 2021 The regular meeting of the City Council of the City of Fairmont was held at 7:00 p.m. on the 21st day of December, 2021, at the Public Safety Building located at 500 Quincy Street in Fairmont, West Virginia. Mayor Mainella called the meeting to order. Councilmembers present were: First District Joshua D. (Josh) Rice Second District Anne E. Bolyard Third District Karl (David) Kennedy Fourth District Richard (Rick) Garcia Fifth District Barry H. Bledsoe Sixth District Gia Deasy Seventh District Nicholas (Nicky) Cinalli Eighth District Thomas (Tom) Mainella Ninth District Donna M. Blood Also present were: City Manager Valerie A. Means City Clerk Janet L. Keller Fire Chief Ed Simmons IN RE: OPENING CEREMONIES Rev. D.D. Meighen gave the invocation followed by the Pledge of Allegiance to the Flag led by Councilmember Garcia. IN RE: D.D. MEIGHEN RECOGNIZED Mayor Mainella presented a Certificate of Appreciation to DD Meighen for his outstanding service, tireless efforts, and constant support to the City of Fairmont over the years. APPROVAL OF MINUTES Mayor Mainella noted that each member of Council had received a copy of the minutes from the Regular Meeting held on December 14, 2021. He asked if there were any corrections, deletions, or amendments. Councilmember Blood stated that she had one correction (addition). She said that when she was talking about “No Shave For The Brave” she neglected to mention that the Marion County Sheriff’s Department also participated in the fundraiser and she would like that included in the minutes. She thanked them for participating as well. 1 Councilmember Rice moved to approve the minutes as amended. The motion was seconded by Councilmember Blood. The Mayor declared the minutes approved as amended by voice vote of Council. PUBLIC HEARINGS No public hearings were scheduled for this meeting. ANNOUNCEMENTS IN RE: MERRY CHRISTMAS AND HAPPY NEW YEAR Each Councilmember wished everyone a Merry Christmas and a Happy New Year. IN RE: DD MEIGHEN COMMENDED The Councilmembers thanked DD Meighen for his service to the City of Fairmont by livestreaming the meetings for the past years. Councilmember Deasy also thanked DD for the prayer that was given and said that he did the most beautiful job as far as summarizing what this year was for all of us. Councilmember Kennedy wished DD a great future. He noted that he has given Fairmont so much. IN RE: CITY CLERK JANET KELLER COMMENDED FOR HER SERVICE Councilmember Bolyard acknowledged and recognized City Clerk Janet Keller. She said that on December 26th she will have served the City of Fairmont for 43 years. IN RE: COUNCILMEMBER BLEDSOE COMMENDED Councilmember Garcia recognized and thanked Councilmember Bledsoe for helping out the people of Kentucky that was hard hit by a recent tornado. CITIZENS PETITIONS There were no citizens petitions for this meeting. CITY MANAGER ’S REPORT IN RE: MERRY CHRISTMAS AND HAPPY NEW YEAR Ms. Means wished everyone a Merry Christmas and a Happy New Year. 2 IN RE: DD MEIGHEN COMMENDED The City Manager also commended DD Meighen for his service to the City of Fairmont and thanked him for introducing her to people when she came to Fairmont. IN RE: CITY CLERK JANET KELLER COMMENDED Ms. Means also recognized Janet Keller’s 43 years with the City of Fairmont on December 26th. IN RE: CITY OFFICES CLOSED The City Manager announced that the City offices will be closed on Thursday and Friday in recognition of Christmas Eve and Christmas Day and all administrative offices will be closed on Friday, December 31st for New Year’s Day. IN RE: LIVESTREAMING FUTURE COUNCIL MEETINGS Ms. Means reported that starting with the January 11th Council meeting, we will be streaming live the meetings on the City of Fairmont City Hall Facebook page. CONSIDERATION OF COUNCIL BUSINESS IN RE: ONE RE-APPOINTMENT, HISTORIC PRESERVATION REVIEW COMMISSION, THREE-YEAR TERM TO END JANUARY 1, 2025 Mayor Mainella entertained a motion for one re-appointment to the Historic Preservation Review Commission for a three-year term to end January 1, 2025. Motion: The Mayor moved to re-appoint Madelaine Shultz to the Historic Preservation Review Commission for a three-year term ending January 1, 2025. The motion was seconded by Councilmember Blood. Roll call was taken by the Clerk. The Mayor declared Madelaine Shultz re-appointed to the Historic Preservation Review Commission for a three-year term ending January 1, 2025 by unanimous vote of Council. IN RE: ONE RE-APPOINTMENT, HISTORIC PRESERVATION REVIEW COMMISSION, THREE-YEAR TERM TO END JANUARY 1, 2025 Mayor Mainella entertained a motion for one re-appointment to the Historic Preservation Review Commission for a three-year term to end January 1, 2025. 3 Motion: The Mayor moved to re-appoint Troy Snyder to the Historic Preservation Review Commission for a three-year term ending January 1, 2025. The motion was seconded by Councilmember Bledsoe. Roll call was taken by the Clerk. The Mayor declared Troy Snyder re-appointed to the Historic Preservation Review Commission for a three-year term ending January 1, 2025 by unanimous vote of Council. IN RE: ONE RE-APPOINTMENT, HISTORIC PRESERVATION REVIEW COMMISSION, THREE-YEAR TERM TO END JANUARY 1, 2025 Mayor Mainella entertained a motion for one re-appointment to the Historic Preservation Review Commission for a three-year term to end January 1, 2025. Motion: The Mayor moved to re-appoint Michael Jura to the Historic Preservation Review Commission for a three-year term ending January 1, 2025. The motion was seconded by Councilmember Rice. Roll call was taken by the Clerk. The Mayor declared Michael Jura re-appointed to the Historic Preservation Review Commission for a three-year term ending January 1, 2025 by unanimous vote of Council. IN RE: ONE RE-APPOINTMENT, BOARD OF ZONING APPEALS, THREE- YEAR TERM TO END JANUARY 1, 2025 Mayor Mainella entertained a motion for one re-appointment to the Board of Zoning Appeals for a three-year term to end January 1, 2025. Motion: The Mayor moved to re-appoint Aron Majic to the Board of Zoning Appeals for a three- year term ending January 1, 2025. The motion was seconded by Councilmember Kennedy. Roll call was taken by the Clerk. The Mayor declared Aron Majic re-appointed to the Board of Zoning Appeals for a three- year term ending January 1, 2025 by unanimous vote of Council. 4 ADJOURNMENT The Mayor entertained a motion for adjournment. Motion: Councilmember Rice moved to adjourn the meeting. The motion was seconded by Councilmember Bledsoe. The Mayor declared the meeting adjourned by voice vote of Council at 7:15 p.m. 5
