FAIRMONT PLANNING COMMISSION The regular meeting of the Fairmont Planning Commission was held on July 15, 2015 at 7:00 p.m. at the Public Safety Building located at 500 Quincy Street. Vice President Aron Majic called the meeting to order at 7:00 p.m. and asked for a roll call of members. ROLL CALL OF MEMBERS MEMBERS PRESENT: MEMBERS ABSENT: Vice President Majic President Oliver Commissioner Weber Commissioner Greene Commissioner Miller Commissioner Richardson Commissioner Straight Commissioner Parker Commissioner Pitman Commission Weber asked that the Commissioners be excused from the meeting. CITY STAFF: Interim Planner – Mark Miller Recording Secretary – Maria Cipolla PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES FROM June 17, 2015 Vice President Majic asked for a motion to approve the minutes. Commissioner Parker motioned to approve minutes. Commissioner Straight seconded. Motion carried 6-0 PUBLIC HEARINGS TO SET FOR August 19, 2015 None PUBLIC HEARINGS TO SET FOR July 15, 2015 1. Ronald L. Satterfield is requesting the abandonment of a portion of the Fleming Avenue Right-of-Way along Parcel 43 of Tax Map 01-12. Vice President Majic asked Interim City Planner, Mark Miller for a staff report. Mark Miller stated. When Mr. Satterfield came into the office, he was planning to add a carport. When we pulled his property up on the map, we noticed he was going to put it up in the right-of-way along Fleming Avenue. He told us he believe the portion was abandoned back when his neighbor went through the same process. We looked it up and found in 1987 a portion of parcel 42 (the adjacent parcel 31’ x 150’) was granted. Mr. Satterfield is requesting the same thing. Mark showed the Commissioner a map of the large right-of-way along Fleming Avenue and what was done in 1987. Vice President Majic asked if there was anyone to speak in favor of this request. There were none. 1 Commissioner Weber stated, I drove out there last week to see the property. I don’t see a problem granting his request. It looks o.k. to me. Vice President Majic asked if there was anyone to speak against this request. There were none. Vice President Majic than asked if the Commissioners needed to discuss the matter further or are they ready to pass a motion. No further discussion was needed. Vice President Majic asked for a motion on this matter. Commissioner Straight motioned to approve the request. Vice President Majic requested a roll call vote. Motion carried 6-0 NEW BUSINESS None CITIZENS PETITION None. OTHER BUSINESS Commissioner Comments: Commissioner Weber congratulated Commission Miller on doing a great job with the on-going sidewalk project and the new library steps. Commissioner Parker thanked Commissioner Miller for getting Fairmont Avenue paved. Vice President Majic and the others agreed how great it is driving Fairmont Avenue now. Commissioner Miller stated the state has to replace some of the ADA sidewalks because they are not compliant with state regulation but that will soon be fixed. Commissioner Parker asked if the state will be coming back out to install curbs were there are no curbs. The road looks really nice now but we need to do something about the sidewalks on Fairmont Avenue. There is also at least one place on Fifth Street where there is no curb. There is a street sign that says, “No parking on the sidewalk.” The residents are parking on the sidewalk and people have to walk around the cars about 2 feet into the roadway or by the bushes. Commissioner Weber and the others agreed there needs to be something done about the sidewalk but the road is really nice to drive on now. 2 Staff Updates: Interim Planner, Mark Miller said, the DRC met today to discuss the River City Grill remodeling plans. BAD Building initiative is going very well. Thanks to Commissioner Weber, Mayor Straight and the rest of City Council, we have some money available now. We have put two sub-committees together. One is for demolition, prioritizing the BAD Building list we have been working on for the last year and a half. The other committee will be looking at the deconstruction method. We feel this is the best way to make good use of the funds. Mark then asked if anyone had any questions for him. Commissioner Straight asked, the meeting you had today with the DRC and River City, what is the timeline on that? Mark Miller stated, he was supposed to let us know today what his plans were. Whether he was going to fix it up or tear it down. What he reported was, he is going to fix it up. He is supposed to be getting me a copy of his survey so I can make sure he is containing everything within his property. He will be working with Ken (the code enforcer) and the fire inspector moving forward. ADJOURNMENT Vice President Majic asked for a motion to adjourn. Commissioner Parker made a motion to adjourn. Commissioner Miller seconded it. 3
