FAIRMONT PLANNING COMMISSION The regular meeting of the Fairmont Planning Commission was held on November 16, 2016 at 7:00 p.m. at the Public Safety Building located at 500 Quincy Street. President Oliver called the meeting to order at 7:00 p.m. and asked for a roll call of members. ROLL CALL OF MEMBERS MEMBERS PRESENT MEMBERS ABSENT President Oliver Commissioner Miller Commissioner Parker Commissioner Straight Commissioner Weber Commissioner Majic Commissioner Richardson Commissioner Blickenstaff Commissioner Greene CITY STAFF City Planner – Sandra Scaffidi Planning Secretary – Maria Cipolla PLEDGE OF ALLEGIANCE Commissioner Majic motioned to excuse Commissioner Miller and Straight from the meeting. Commissioner Greene seconded the motion. Approval of Minutes from October 19, 2016 President Oliver asked for a motion to approve the minutes. Commissioner Parker motioned to approve minutes. Commissioner Richardson seconded. Motion carried 7-0 PUBLIC HEARING FOR November 16, 2016 None PUBLIC HEARING TO SET FOR December 21, 2016 1. Mitch Wood is requesting a rezone of his property at 814 ½ Ridgely Ave from Neighborhood Residential to Main Corridor Commercial. President Oliver asked Sandra Scaffidi for her staff report. Sandra Scaffidi suggested that the application was not clearly filled out and the property owners were not identified. Commissioners discussed the application’s merit. Commissioner Greene motioned to remove this item from the agenda for lack of information (item was not set). Commissioner Weber seconded the motion. Motion carried 7-0 NEW BUSINESS None 1 CITIZENS PETITION John Sauser and Jay Rogers, from Omni Associates, and Bill Leaper, from Life United Methodist Church, came in to discuss with the Commissioners about the possibility of amending the code to allow the Technology Zoning district to include churches. Jay Rogers stated that Life United Methodist Church would like to move into the former Lockheed Martin building in the High Tech Park located on Galliher Drive. Section 3.1.10.e of the City’s Zoning Code currently lists churches as an excluded use in the Technology District. They would like to amend the zoning to permit a church under Section 3.1.10c which would allow churches as a use permitted with conditions within the Technology District. Bill Leaper stated that Life UMC currently has 500 members; 300 members are currently active. The church offers three services at the current location. There is not enough parking for everyone and traffic is a mess. This structure would be used for Sunday services, Sunday School for the children, and possibly as a day care during the week. OTHER BUSINESS 1. Commissioners Comments: Commissioners shared their thoughts and comments on tonight’s agenda and wished each other a Happy Thanksgiving. 2. Staff Updates: Sandra Scaffidi informed the Commissioners about applying for a grant through the Department of Highways that would improve our sidewalks. The grant would award the City $400,000.00. The City would need to match it at 20%. ADJOURNMENT President Oliver asked for a motion to adjourn. Commissioner Greene made a motion to adjourn. Commissioner Parker seconded the motion. Motion carried 7-0 2
