FAIRMONT PLANNING COMMISSION
The regular meeting of the Fairmont Planning Commission was held on February 21, 2018 at 7:00 p.m. in the
Public Safety Building located at 500 Quincy Street.
President Straight called the meeting to order at 7:00 p.m. and asked for a roll call of members.

Commissioner Majic motioned to excuse the Commissioner Blickenstaff from the meeting.
Commissioner Richardson seconded the motion.
Motion carried 8-0

Commissioner Parker led the Commissioners in the Pledge of Allegiance.
APPROVAL OF MINUTES FROM December 20, 2017
Commissioner Greene motioned to approve the minutes.
Commissioner Majic seconded the motion.
Motion carried 8-0
PUBLIC HEARING FOR FEBRUARY 21, 2018

PUBLIC HEARING TO SET FOR MARCH 21, 2018
None
PUBLIC HEARING TO SET FOR APRIL 18, 2018
1. Kenny Cook is requesting a rezone of Tax Map 5-5 Parcel 324.3 along East Park Avenue from
Neighborhood Mixed Use to Main Corridor Commercial.
Commissioner Greene motioned to set this request for a public hearing.
Commissioner Yann seconded the motion.
Motion carried 8-0
2. William Russell is requesting a rezone of Tax Map 3-13 Parcel 4 located at 1418 Locust Avenue from
Neighborhood Mixed Use to Main Corridor Commercial.
Commissioner Yann motioned to set this request for a public hearing.
Commissioner Richardson seconded the motion.
Motion carried 8-0
NEW BUSINESS
1. City Capital Improvement Plan
City Manager, Robin Gomez presented the new Five Year Capital Improvement Plan to the Planning Commission. The
plan will become effective July 1, 2018, once City Council approves it. The Commissioners reviewed and discussed each
year together with Robin Gomez. Mr. Gomez also invited them to the work session next week with City Council that will
focus on the Five Year Capital Budget Plan.
President Straight asked for a motion to accept or deny the Capital Improvement Plan.
Commissioner Greene motioned to accept the Capital Improvement Plan.
Commissioner Colley seconded the motion.
Motion carried 8-0

Commissioners Comment:
Commissioner Richardson: It seems like we are moving forward in a lot of different directions; that is good.
Commissioner Colley: I have applied to sit on City Council. If I am appointed I may have to give up my seat on the
Planning Commission.
Robin Gomez: That would be Commissioner Colley’s personal decision to step down from the Planning Commission.
Under the current City Charter and City Codes, if you are appointed to the City Council, you do not have to step down. If
you do get appointed, there will be three City Council members on this commissioner which is allowed. Commissioner
Yann is the City Council representative.
Commissioner Colley: You are a great group. I have learned a lot of good things sitting on this Commission. I want to
commend all of you for the great job you are doing. I see the City Manager, Robin Gomez driving around the City all
the time. He goes above and beyond in his job. I commend him on that.
Staff Updates:
Sandra Scaffidi: Maria [Cipolla] handed out a new calendar for the year. I just received the final draft of the
Comprehensive Plan. I will be forwarding it to all of you for review. If you have any questions or concerns, now is the
time to let them know. We are getting down to the wire in terms of comments. We are getting ready to present it to City
Council. In March, I am thinking about having an educational workshop to update us on all the rules and regulations for
the Planning Commission. So I will have more information on that in the near future.

Commissioner Greene motioned to adjourn.
