MINUTES CITY OF FALLON 55 West Williams Avenue Fallen, Nevada May 31, 2016 The Honorable City Council met in a special Council meeting on the above date in the Council Chambers, 55 West Williams Avenue, Fallen, Nevada. Present: Mayor Ken Tedford City Councilman, Robert H. Erickson City Councilwoman, Kelly Frost City Engineer, James R. Souba Chief of Police, Kevin Gehman (entered during first recess) City Clerk, Gary C. Cordes Deputy City Attorney, Leonard E. Mackedon The meeting was called to order by Mayor Tedford at 8:45 a.m. Mayor Tedford inquired if the agenda had been posted in compliance with NRS requireinents. City Clerk Cordes advised that the agenda was posted in compliance with NRS 241. Mayor Tedford noted for the record that Councilman Richardson was out of town on business. Public Comments Mayor Tedford inquired if there were any public comments. He noted that comments are to be general in nature, not relative to any agenda items. No action may be taken on a matter raised under this item until the matter has been specifically included on an agenda as an item upon which action will be taken. No public comments were noted. Adopt a final budget for fiscal year ending June 30, 2017 City Clerk Cordes explained that the City Council held a public hearing on the fiscal year ending June 30, 2017 budget on May 17, 2016. Pursuant to NRS 354.598(2), at that public hearing on May 17, 2016 the governing body shall indicate changes, if any, to be made to the tentative budget. Those changes, if any, are reflected in the final approved column of the budget document. He recommended adoption of this final budget. Mayor Tedford confinned that the changes made to the tentative budget were included in this final budget. City Clerk Cordes replied affirmatively; the changes are included. Mayor Tedford inquired if there were any public comments or questions. May 31,2016 Special Fallen City Council Meeting  No public comments were noted. Mayor Tedford inquired if the Council had any comments or questions. Councilman Erickson inquired about the capital outlay figures for the Police Department. City Clerk Cordes explained that they are in the Special Ad Valorem Capital Project Fund. The Police Chief had made a request for capital and that is the funding source for his budget. Councilman Erickson inquired as to what that request was for. City Clerk Cordes advised that, from what he could remember, it included two animal control vehicles to be replaced and also software and hardware requirements for the continued improvement of the computer and Spillman system. Councilman Erickson asked about the body cameras. City Clerk Cordes recalled that Chief Gehman was still working on a solution for that. We have some extra monies in the Special Ad Valorem Capital Project Fund should he find a solution and that is where the monies would come from. But the Chief had not identified an amount at this point in time. Mayor Tedford asked what those solutions were that Chief Gehman was working on. City Clerk Cordes stated that there is treinendous price inflation on those body cameras due to supply and demand. The Chief is still looking at which product would be the best and most affordable for his department; apparently they are difficult to get and very expensive. Mayor Tedford asked for clarification on the reason they would be difficult to get. City Clerk Cordes said that he understood that there was a 90-day or 120-day ordering period. They just do not have the supply on the shelf to ship immediately; there is a production issue. At 8:50 a.m., Mayor Tedford recessed for a few minutes to allow Chief Gehman to join the meeting. At 8:53 a.m., Mayor Tedford called the meeting to order. He advised Chief Gehman that there was a question about his capital budget for two animal control vehicles and software and that is all that has been noted. He asked Chief Gehman to confirm that. Chief Gehman explained that the vehicles were in the animal control capital budget. There is also a police department capital budget. Mayor Tedford stated that they were unaware of that; City Clerk Cordes was trying to fill in the Council in your absence this morning. City Clerk Cordes added that there were hardware and software upgrades for the Spilknan system as well. Chief Gehman could not recall what else was in the budget, as he did not have notes with him. Mayor Tedford recessed at 8:55 a.m. to allow Chief Gehman to collect his notes. At 8:57 a.m. Mayor Tedford again called the meeting to order. Chief Gehman explained that there are two animal control vehicles in the animal control capital budget. In the police department budget, there is one patrol vehicle with equipment, flooring for the patrol room, a support service contract for our server that holds the videos, firewalls and network switches that were declared to make all of that software work. The total is $76,357. Mayor Tedford said that the next question was about body cameras. City Clerk Cordes had advised that they take a long time to get and they are very expensive. Chief Gehman explained that they were in the budget last year and were approved in capital projects. We spent a lot of time and effort on some different units. We had settled on L3, which is the same provider that does our in-car video, primarily because it was as good as or better than what was out there, plus it would also integrate into our existing server; we would not have to do any additional hardware purchases with that. The problem is that they changed their design after our research and we have been waiting for that to come through; we were told that we would get a camera this week or next May 31, 2016 Special FaUon City Council Meeting  to make sure it will still function for us. If it does, our intention is to test it for a couple days to make sure it still works as well as the previous model and then we plan to go forward with the purchase in this year since it was approved for our current budget year. Mayor Tedford confinned that he was going to purchase them in fiscal year 2016 budget if everything worked out. Chief Gehman replied affinnatively. Mayor Tedford inquired as to the status of the legislative bill on body cameras. Chief Gehman stated that he had not heard anything more on it. He knew that they were talking about mandating it and possibly coming up with some funds for it but he had not heard any updates. Mayor Tedford noted that Deputy City Attorney Erquiaga was not present this morning to ask him about the status of the bill. He inquired if there were any further comments or questions. No comments were noted. Councilman Erickson motioned to adopt a final budget for fiscal year ending June 30, 2017; seconded by Councilwoman Frost and approved with a 2-0 vote by the Council. Public Comments Mayor Tedford inquired if there were any public comments. No public comments were noted.
