Architectural Advisory Board Council Chambers October 9, 2013 Meeting called to order 7:50 PM 1. Roll Call: Mr. Fritsch, Mr. Way, Mrs. Friedlander were present. 2. Petitions: There were no petitions. 3. Consent Items: There were no consent items. 4. Other business: The board and city staff officially welcomed Ms. Akida Rouzi as the new board liaison. 5. Old Business: There was no old business. 6. New Business: a. AAB #2012-0818 by Lincoln Properties known as The Reserve at Tinner Hill, review of a site plan application for a mixed-use project and recommendation to the Planning Commission on premises known as 540 S. Washington Street, RPC # 52-308-008 of the Falls Church Real Property records, zoned B-3 general business, said property owned by Peter Mueller Inc., and 580 S Washington St, RPC # 52-308-004 of the Falls Church Real Property Records, zoned B-3 general business, said property owned by J-Bon Corporation. After applicant presentation and briefing from city staff, the project was discussed and a motion was made by Mr. Way that the application be accepted as submitted with the following recommendations: - On the Maple Ave elevation, applicant should consider revising plan of projecting, red-paneled bays to west of the loading bays to mirror the bays to the east of the loading bays - Applicant should consider brick instead of paneling for the feature over the loading bays on the Maple Ave side to mirror the Washington St side and to complement the materials present at Pearson Square. - Applicant should consider alternative exterior treatment to louvered intake next to garage door on Maple Ave elevation. - Applicant should maintain façade materials where signage may appear as opposed to constructing permanent, blank areas. - Board requested a comprehensive signage package as it applies to the revised design. - Applicant should address how the Tinner archway and associated monuments integrate with that immediate corner of the building and entryways into the retail space. - Applicant should work with city staff to address concerns and consider solutions with respect to the proposed streetlights and their effects on residents in lower levels of the new building. - Applicant should provide board with proposed building lighting scheme. The motion was seconded by Mrs. Friedlander and unanimously approved. b. AAB #2013-1040 by Rushmark Properties, LLC review of a site plan application for a mixed-use project and recommendation to the Planning Commission on premises known as 301 West Broad St, RPC# 52-309-111 of the Falls Church Real Property Records, zoned B-2 central business, said property owned by Three O One West Broad Limited Partnership C/O Allan Berman, RPC #52-309-414 of the Falls Church Real Property Records, zoned B-2 central business, said property owned by the City of Falls Church, and RPC #52-309-412 of the Falls Church Real Property Records, zoned B-2 central business, said property owned by the City of Falls Church Economic Development Authority. After applicant presentation and briefing from city staff, the project was discussed and a motion was made by Mr. Way that the application be accepted as submitted with the following recommendations: - Applicant should address elements at the top of the setback section above the main Harris Teeter entrance and above the main residential entrance on the Broad St elevation. Applicant should consider use of a material included elsewhere in the building to connect the top of those sections to the rest of the architecture. - Applicant should consider differentiation between surface treatments at the residential drive access and delivery vehicle access on Annandale street entrances to effectively denote distinct purposes and direction for vehicles, delivery vehicles, and pedestrians. - Applicant should address public use of the Harris Teeter plaza space to assure effective use and access. The motion was seconded by Mrs. Friedlander and unanimously approved. 7. Minutes: Review of minutes from July 2013 was tabled. 8. Adjournment: The meeting was adjourned at 10:24 PM.
