NOTICE: This meeting will be held pursuant to and in compliance with the Virginia Freedom of
Information Act, Section 2.2-3708.2 and state and local legislation adopted to allow for continued
government operation during the COVID-19 declared emergency. All participating members will be
present at this meeting through electronic means. All members of the public may view this electronic
meeting via the meeting link listed above and in the City’s website calendar.
Public comments may be submitted to jhollern@fallschurchva.gov until 7:30PM on March 10, 2021.
All comments will be provided to the Architectural Advisory Board members and comments
received by the deadline will be read during the meeting.

1. Call to Order – The meeting was called to order at 7:34pm
2. Reading of Virtual Meeting Notice – Mr. Hollern read the virtual meeting notice
3. Roll Call: Mrs. Friedlander, Mr. Osburn, and Mr. Way were present. Mr. Bitici and Mr. Wong
were absent. Daniel Ng (student representative), and Tim Stevens were also present.
4. New Business
a. Feedback requested on the Comprehensive Sign Package for the Falls Plaza
Shopping Center located at 1200 W Broad St, RPC: 51-219-010 of the Falls Church
Real Property Records, zoned B-3, General Business. Includes presentation from
Applicant.
- Comprehensive Sign Plan Materials
After presentation by the developers, the Board asked the following questions
and discussed aspects of the signage package:
• Consider elimination of option of sandwich boards as they could clutter
the area and restrict pedestrian traffic. The developers indicated that well
designed and manufactured sidewalk signs can enhance and energize the
pedestrian experience and add color but acknowledge the need for making
the best use of the limited space under the colonnade. A comment was
made that the developers may have limited control of tenant signage
implementation so will need to address that aspect of the package.
The City of Falls Church is committed to the letter and spirit of the Americans with Disabilities Act.

• The Board was in favor of the murals. The alley, especially, would be well
served by art that helps liven the space as well as drive traffic to
businesses in that portion of the property. Another priority mural location
would be on the wall facing Haycock Road so as to present an attractive
image to pedestrians and traffic, especially with the new development
across the street.
• Consider the design and placement of the gateway signs to assure
pedestrian and bicycle traffic. The current design could prevent
observation by vehicles exiting the property of people waking or riding on
sidewalks along Broad Street.
b. Administrative Business: Adoption of Minutes
- Draft February 10, 2021 AAB Minutes
- Mr. Osburn made a motion to accept the minutes as submitted. The
motion was seconded by Mrs. Friedlander and there were no objections.
- After acceptance of the minutes, the Board discussed Mrs. Friedlander’s
earlier comments regarding the actual necessity or need of the bike
shelter at city hall. The design presented takes up considerable, valuable
space without providing true shelter for bicycles (due to open sides), so
she and the board feel that alternatives should be considered. Mr.
Hollern indicated that he would bring the Board’s comments and
concerns to the City planners.
5. Adjourn – The meeting was adjourned at 8:25pm
