Resident Petitions Mr Baldino opened the resident petitions by announcing that the CACT expects to have a second opportunity to comment on the proposed Mason Row project following a submission of updated materials by the development team. Page 1 of 3 Lisa Varouxis • Ms. Varouxis referenced her written comments, which were included in the correspondence section of the CACT’s package. • Ms. Varouxis also stated that the neighborhood was interested in traffic calming absent the proposed Mason Row project. John Murphy • Mr. Murphy referenced a March 11, 2014 traffic study prepared by the development team of the proposed Mason Row project. He noted that according to the study, 64 percent of the traffic on Grove Avenue is cut-through traffic and that the 85 percentile speed is 31 miles per hour. He stated that there are volume and speed problems on Grove Avenue. Keith Thurston • Mr. Thurston stated that he wants to use tools used by other high density places to address issues associated with redevelopment projects, such as zoned or district parking. He said this should be done in advance of expected problems caused by redevelopment. • Mr. Thurston also asked the CACT the review a petition submitted by the neighborhood. (Note that the petition in question was not included in the CACT’s package because it was addressed to staff, not the CACT. At the request of the CACT Chair, the petition will be included in the CACT’s November package.) 2. Meeting Minutes Approval, September 2014 Approved 3-0-1 with Mr. Taylor abstaining. 3. Urban Land Institute (ULI) Technical Assistance Panel (TAP) Representative Mr. Baldino informed the group that the CACT had been invited to send a representative to participate in the ULI TAP effort for the schools-related parcels. As the CACT Chair, it was decided that Mr. Baldino should represent the group. The group discussed ideas relevant to the planning effort and agreed on the following ideas: • Successful development depends on transportation • Development should incorporate Transportation Demand Management (TDM) elements • The plan should focus on accommodating pedestrian, bicycle, and transit traffic • 20 foot setbacks should be included on Route 7 and Haycock Rd • Safe pedestrians crossings for site access are very important, especially across Haycock Rd. The crossing should be kept at-grade to be more pedestrian friendly – noting that pedestrian bridges and tunnels are generally less attractive and less preferred by pedestrians. Page 2 of 3 4. Neighborhood Traffic Calming (NTC) Program Update The CACT and City staff discussed the draft framework for the new NTC Program drafted by staff and identified next steps for updating the programs. Issues discussed included the following: • Study Areas – developing a defined process for defining study areas • Prioritizing Requests – developing a system for prioritize requests with the greatest need • CACT and Staff Responsibilities – how to segment staff and CACT responsibilities • Program Framework – the basic process flow of application, data collection, neighborhood collaboration, and installation • Neighborhood Engagement – balancing the appropriate level and length of neighborhood engagement against the push to respond quickly • Application Process – how to handle applications on a rolling basis and setting a waiting period for a neighborhood to submit another request The City of Falls Church is committed to the letter and spirit of the Americans with Disabilities Act.
