Neighborhood Traffic Calming (NTC) Program Update 4. 2014 Annual Report to Council 5. Correspondence 1. Resident Petitions Mr. Baldino began the meeting and there were no resident petitions to discuss. 2. Meeting Minutes Approval Minutes were approved 5-0, with corrections and edits provided to staff. 3. Neighborhood Traffic Calming (NTC) Program Update Mr. Stoddard discussed pending NTC issues needing to be addressed by the CACT and staff: 1. Methodology for prioritizing requests 2. Guidelines for dividing staff and CACT responsibilities 3. Considerations for development of mechanism regarding input from multifamily residences (versus single-family residents) 4. Considerations for development of mechanism regarding input from commercial property owners and tenants Mr. Stoddard opened the floor to the CACT members and staff for feedback on the Draft NTC Program. During the discussion with CACT and staff the following recommendations were offered. 1. Regarding Heavy and Light Solutions a. Provide clear definitions and examples 2. Regarding study areas a. Clean up language, remove language not necessary to program explanation and administration 3. Regarding standards and guidelines a. Remove AASHTO guidelines b. Keep ITE and NACTO guildelines 4. Regarding case prioritization a. Consider both volume and speed b. Use recent cases to tune prioritization system c. Consider breaking out volume by street classification (residential, collector, arterial) 5. Regarding Program Timeout a. Create a mechanism for putting cases on hold if they are not advancing as a way of giving other cases an opportunity to advance 6. Neighborhood Liaison a. Clean up language and emphasis the work expected of the liaison 4. 2014 Annual Report to Council Mr. Stoddard presented the draft priorities submitted by CACT members since the last meeting and opened the floor to conversation about the priorities. The CACT discussed all of the ideas submitted and agreed to the following: CACT 2015 Priorities 1. NTC Program update 2. W&OD Trail Projects (Doug) a. Advance one plaza b. Install welcome to Falls Church signs 3. Walk-Friendly Action Plan 4. Bicycle facilities/paths plan 5. Recommendation on paper streets (Doug, Hal) a. Develop recommendations for specific paper streets  b. How to use them to promote pedestrian accessibility 6. Pace Car Program Thought Pieces, for distribution to other Boards and Commissions 1. Play Streets Recommendation to Council that City address these needs 1. ADA Plan 2. TDM Plan Draft of Annual Report CACT members Mr. Baldino and Mr. Morgan agreed to draft the annual report for review at the January CACT meeting. 5. Correspondence The CACT reviewed the correspondence items.
