Correspondence 1. Resident Petitions One resident from Walnut Street was concerned about traffic along nearby streets due to new development. 2. Mason Row Proposal The CACT, meeting attendees, and City staff discussed the following items with the development team: • Potential for a left turn lane from N West Street onto Grove Avenue. • Routing and neighborhood impacts of a shuttle to/from the West Falls Church Metro. • Potential to include automobile parking for W&OD Trail users. • Potential to include a school bus stop within the project. • Design at the intersection of Park Avenue & N West Street and how it relates to the culvert in the adjacent W&OD Railroad Regional Park. • Design at the intersection of Grove Ave & N West Street and how to increase pedestrian safety and whether different traffic controls should be installed, such as a 3-way stop. The CACT prepared comments to submit to Council regarding the latest proposal. 3. Meeting Minutes Approval The group approved the March 2015 Minutes by unanimous vote (3-0-1), with minor corrections and edits. Mr. Morgan abstained. 4. CACT 2015 Priorities Staff and CACT members discussed the following 2015 CACT Action Items: W&OD Trail Projects Mr. Stoddard discussed funding for the W&OD Trail projects. There is no funding included in the City’s Fiscal Year (FY) 2016 budget. City staff is pursuing grant and civic funding sources. Transportation Demand Management (TDM) Template City staff developed a template TDM program for the proposed project at 400 N Washington Street that includes: 1. Parking Management Plan, 2. Transportation Demand Management (TDM) Plan, 3. Infrastructure, 4. Information and Education, 5. Monitoring, and 6. Balanced Incentives. The understanding is that each development proposal would develop a unique Parking Management Plan and Transportation Demand Management Plan. Paper Streets Mr. Morgan and Mr. Devereux agreed to coordinate and prepare information relating the paper streets effort for an upcoming CACT meeting. Neighborhood Pace Car Program Ms. Caumont reported finding information regarding Washington, D.C., program and asked for staff assistance in reaching out to Washington Area Bicycle Association (WABA), which helped coordinate Washington D.C.’s, system. Bicycle Master Plan Mr. Stoddard discussed the Bicycle Master Plan Open House. Staff will be opening a bicycle web survey in May, to reach a broader audience. The CACT discussed the following in regards to the draft plan: 1. Routes – CACT members discussed leaving in flexible language to include bike land facilities and connecting to both metro areas. 2. Separate Trails on W&OD 3. Easements – Include language for areas needing easements 4. Bike racks/parking – request to include specific information relating to spacing of bike parking 5. Connections to Redevelopment Projects – The group discussed whether the proposed route map shows sufficient detail for connection new development in the City to future opportunities for biking. The CACT discussed the Implementation Process for the Bicycle Master Plan. The group wanted to ensure that if adopted the Bicycle Master Plan would provide strong guidance to City staff to promote safety for people biking along designated bicycle routes. 5. Correspondence Staff provided the following correspondence items to CACT members: 1. Memo to Mayor Tarter and Members of the City Council on Becoming a Walk Friendly Community. 2. Letter from Ms. Varouxis regarding the Mason Row, Spectrum Development, LLC. 3. Flyer to the Public Workshop regarding Neighborhood Traffic and Parking Impacts related to the Mason Row project. 4. Letter from the Director of Public Works, Mr. Collins regarding the South West Street Roadbed Reconstruction Project. 5. Flyer to the Open House regarding the Bicycle Master Plan: Connecting Communities
