Minutes Approval for the October 14th CACT Meeting: The minutes for the December CACT meeting were approved by a vote of (6-0) with minor changes. 3. Committee Members Reports • Chairman Baldino reported on the presentation of the CACT 2015 Annual Report to the City Council on January 11th.. The report included CACT accomplishments for 2015 and a preliminary list of priorities for 2016. Council members were very complimentary of the report and accomplishments of the CACT. Questions or statements form Council members included how to plan for sidewalks and other pedestrian improvements in residential areas, a question about the status of crosswalks on N. West Street. • Andrea Caumont reported on the proposed Play Streets Program. A pilot project was suggested to determine the feasibility of the program. There was discussion about a suitable location for a pilot. Closing segments of streets adjacent to City Hall during the Farmers Market were suggested. 4. Staff Report • Jeff Sikes reported that the Winter Hill Residential Permit Parking program is moving forward and that he had attended a meeting of the Winter Hill Condo Association last evening to answer questions about the proposed pilot program. • The City has awarded the contract for the construction of 6 bus shelters this spring, with seven more later this year. The shelters will be located along Washington and Broad Streets. • Bike to Work Day will be on May 20th this year. The pit stop location has been shifted to where the W&OD trail crosses Little Falls Street. The tee shirt color will be some shade of gray. Any CACT members are welcome to volunteer for this effort. More details to follow. • The residents of the 900 Block of Park Avenue met with the St. James Church officials, the City Manager and staff to request permit parking on the north side of the block. • Stephanie reported that DPW is working on a Bus signal transponder program that would allow more green signal time if the bus is behind schedule. 5. Planning for the EDA/CACT Joint Meeting on February 2 • The CACT and EDA will conduct a joint meeting on February 2nd to discuss a number of topics related to transportation. The EDA is interested in increasing the transit options in the City and especially interested in developing shuttle service. Mobility for all Modes, the City’s Transportation Section of the Comprehensive Plan recommends that the City conduct a Shuttle Bus Feasibility Study. • Steve Yaffee, Arlington’s Transit Manager will attend and make a presentation on the characteristics of a successful transit program and speak to Arlington’s success with ART. • CACT items added to the meeting agenda included Play Streets, Pace Car program, increased demand for Neighborhood Traffic Calming, and the Walkability and Bikeability Surveys. 6. Discussion Item: CACT 2016 Priorities Staff will update the CACT Priorities chart to reflect the 2016 Priorities indicated in the Annual Report to the City Council, and to include some “carryover” items from 2015. 7. Information Item: NTC Project Progress Report Jeff Sikes presented to the CACT the status of current NTC projects: • Pennsylvania Avenue, Park Ave. to Great Falls Street- The project is in design phase and it will be constructed late spring or early summer. Staff received complaints from a resident adjacent to the project about the design of the project and how it will impact him. There had been some earlier concerns by staff about how the raised crosswalk would be constructed and how the drainage would be addressed. Staff had proposed an alternative design that would have constructed an at grade crosswalk and speed table near the crosswalk. However, working with DPW staff, we are now able to revert back to the original concept of a raised crosswalk at the intersection of Pennsylvania Ave. and Fulton. The CACT voted 6-0 to move forward with the original concept that had been approved by the CACT in 2014. • N. Maple Avenue, Great Falls Street to Columbia Street-Staff provide a graphic showing the conceptual plan for the street developed by the working group. Staff also provided the following schedule for the Maple Ave. NTC project: Working Group meeting in late January, Neighborhood meeting in mid-February to review plan; late February action on “light” solutions portion of plan (speed limit signs, paint curb extensions, edge lines).
