Public Comment: There was no public comment. As a last minute addition to the Agenda, Jeff Sikes introduced Dana Lewis, Housing Program Analyst, who had asked to be on the agenda to talk about the 2016 update of the Housing Master Plan, a component of the Comprehensive Plan. Dana provided a Power Point presentation on the City’s demographics and the challenges of finding affordable housing for those residents in need and those who want to age in place. Dana spoke about the progress that had been made since the plan was last updated in 2005, as well as some of the missed opportunities and unachieved goals. A housing survey was provided to CACT to fill out if so inclined. An electronic copy of the survey is included in this package. 2. Minutes Approval for the March 2016 Meeting: The minutes for the May 2016 CACT were approved with no changes by a vote of (6-0). 3. Committee Members Reports • Chairman Baldino introduced Bhaskar Singhvi as the new Youth Representative to the CACT for 2016. He also mentioned that Council Member Letty Hardi had spoken with him concerning the Walk Friendly Community Program • Andrea Caumont reported on the Play Streets Program and the successful rollout on N. Virginia Ave and Riley Street on May 14th. She indicated another Play Street event would be held on Pine Street on June 24 from 1:30 to 4:00 pm. • Bill Ackerman asked about the status of the “super penalties” on late payments proposed by the Treasurer and using those funds for the Neighborhood Traffic Calming Program. 4. Staff Report • Jeff Reported that Bike to Work Day on May 20 was a success with many people turning out to assist at the Falls Church pit stop on the W&OD trail at Little Falls Street. Close to 350 riders registered at the Falls Church pit stop. • Jeff reported that the Winter Hill Residential Permit Parking was moving forward for a likely July project implementation. • A public meeting on the Route 7 Transit Alternatives has been scheduled for June 14 by NVTC at the Mary Ellen Henderson MS. The recommended alternative (Bus Rapid transit) and preferred alignment will be presented to the public. • A Visioning session has been scheduled for June 18 at the Falls Church where residents will be invited to share their vision of the City in the next 25 years. • Jeff reported that a Bike Share station had been installed at the EFC station to aid in the Safe Track Surge No. 1. • Stephanie indicated that the Spring Bike routes considered by the CACT in May were moving forward towards implementation and at the intersection of Great Falls Street and Little Falls Street a “bike Box” would be installed. She also indicated that design work continues on the Summer Bike routes on Hillwood and Roosevelt Blvd and would likely be considered by the CACT in July. 5. Discussion Item: CACT 2016 Priorities Tracking Sheet: The 2016 Priorities Tracking Sheet has been updated to reflect recent activities. 6. Discussion Item: Walkability Survey: The CACT reviewed the Walkability Survey and made changes to the survey instrument to make it smoother and easier to use. A revised version is included in the CACT package and final decision will take place at the July meeting. 7. NTC Project Reports: Jeff reported that a contractor had been selected for the Pennsylvania Ave NTC project and that construction would begin in early July. He also reported that ballots had been sent to residents in the study area of the N. Maple Ave project to determine support for the heavy solutions components (speed table and curb extensions) of that project. Results are expected in early July.
