Correspondence and articles: CACT letter to Council on Scooters CACT letter to Council on using surplus local funds for traffic calming projects New Details on the Rt. 7 BRT project Kids in Germany redesign road to save lives The silver Line second phase is looking at a September opening Bolt, Bird, Lime and Razor Scooters will be off DC streets in 2020. 1. Public Comment: Girl Scout Megan Clinton is working on her Gold Project which is related to bike safety, and came to the CACT to discuss her project and get advice and input from the committee. She will also need a subject matter expert to sign off when the project is complete. Andrea volunteered to help Megan with her project. 2. Action Item: Approval of Minutes for November 2019: The minutes for the November 20`9 CACT meeting were approved. 3. Committee Member Reports: Need to do Paul reported he attended the Falls Church 29 Neighborhood meeting on ways to improve both sides of Rt 29 from Graham Road to Tinner Hill. He also indicated that the W&OD Dual trails project will be going to the Planning Commission in January. Bill mentioned that the Scooter policy had been put on hold due to a legal hitch. Dave mentioned the status of the Broad and Washington project. He also inquired about the Orange Line stations being closed next summer for platform work. 4. Staff Reports: Jeff and Zak reported the following: The second Town hall on the latest design for the WFC Economic development Project will be held tomorrow (December 12) evening. The W&OD dual Trails project will be heard by the Planning Commission on December xx. On January 27th the Council will be given a presentation on the Route 7 BRT project by NVTC staff on the recently completed Phase III of the project . Also on January 27, the Council will receive a presentation on the Bus Transformation Project by WMATA’s project consultant. 5. Information Item: CACT 2019 Priority Tracking Sheet: The Priority tracking sheet was updated to reflect changes to the Pace Car program status. 6. Information Item: Update on the fast tracking of Neighborhood Traffic calming projects: Jeff updated the Committee on the expedited NTC project delivery program. A staff team has been established to develop a plan to address the currently active projects, projects in the “queue” and grant- funded street projects in Greenway Downs. Staff will be collecting data and contacting residents of these streets to explain the process and to develop solutions to be presented to residents. Funding for the streets in the queue would likely come from the local funds surplus. Staff is also developing cost estimates for these projects. A significant amount of work will be completed during the month of January. 7. Action Item: Pace Car Program: The CACT commented on the revised pamphlet, online pledge form and sticker design. Andrea will make minor changes and try to make sample stickers and magnets for Committee review. 8. Discussion Item: Annual CACT Report to Council (2018 report enclosed) The CACT is required to submit an annual report to the City Council each year to detail its accomplishments for the calendar year and to describe the goals for the next year. Andrea agreed to draft the report to be discussed at the January meeting. The report will be presented to City Council in February. 9. Information Item: Letter on Biking and Walking (Susan Dimock): A letter from the Chair of the Health and Wellness Advisory Committee of the Falls Church School Board to the City Manager and School Superintendant urged the city to identify a safe walking/bike route from the W&OD trail to MEHMS and GMHS for students, as opposed to having to walk along Route 7. Doug volunteered to draft a letter of support. 10. Correspondence and Articles:
