Changes to CACT Membership a. Welcome Tristan Southard and Marc Cloutier to CACT! 3) City Council Liaison Report a) Councilman Snyder welcomed new CACT members, updated on metro funding, and mentioned a presentation non EV charging stations at the Council of Governments Board of Directors meeting. There are plans to require EV charging in new developments, though falls short to support the demand. Councilman Snyder noted a near miss at Gundry & Annandale, which is currently awaiting a petition in the NTC queue. b) Jessica Hegenbart confirmed receipt of the Oak Street Elementary School (OSES) memo by CACT to Council. Chair Agin suggested having a member provide public comment on it at a City Council meeting. c) Stuart Whitaker raised EV access issues at West Falls since the garage was not open to the public. Staff are working to open it for public use of the chargers. Discussion included raising traffic fines, and Chair Agin inquired about the Bike Master Plan. Staff noted a 90- day VDOT review, expected in January. 4) Public Comment a) Michelle Neyland gave public comment regarding stop sign compliance and a lack of pedestrian signals at certain intersections, advocating for bike lane barriers. CACT shared plans for a roundabout at one location; Chair Agin noted narrow roads complicate protected bike lanes. b) Brendan Neyland supported the new HAWK signal and suggested adjusting “No Turn on Red” signage by Cavalier Trail Park at S Maple and S Washington. 5) Missing Links Program Memo The City of Falls Church is committed to the letter and spirit of the Americans with Disabilities Act. To request a reasonable accommodation for any type of disability, call 703-248-5297 TTY711.  a) Jenna Brummond presented the Missing Links Program Memo, and gave a summary noting the 6-month cycle to bring back updates to CACT. DPW and Planning staff will review potential sidewalk projects in the Fall/Winter and return to CACT in March with a list for Spring/Summer construction. b) Chair Agin suggested reviewing the list earlier; Jessica Hegenbart inquired about if there was coordination between Greenway Downs and Sherrow Avenue intersection improvements. Jessica Hegenbart also raised concerns about sidewalk obstructions. c) Sarah Myers asked if proximity to schools and walking zones like the Tiger Trail is considered in the priority tiers. Jenna Brummond to follow up, adding routes to school under additional factors to include in determining priority tiers. Jessica Hegenbart noted S Oak St between W Broad and where it passes the school was not included despite having ADA issues with pole obstructions. Staff mentioned the Ready, Set, Go! application for funding of missing links within the OSES walk zone. Sarah Myers commented connecting S Lee to Oak St to improve access is great, but noted the walkers from Broad St down S Oak are not factored in. d) Chair Agin suggested to include if a missing link is connected to other projects, such as Greening of Lincoln, along with the cost and length of each link. 6) Sidewalk Repairs Memo a) Jenna Brummond presented the Sidewalk Repairs Memo and summarized its contents. Similar to the Missing Links Memo, it will be a 6-month update. Chair Agin inquired about collaboration with the NTC program. 7) NTC Monthly Update a) Staff presented recent progress with NTC cases. VDOT is scheduled to approve the Final Project Design Plans and the 100% plan comments have been resolved. The IFB process is slated to start in October. The working group reached consensus on the speed hump locations for Noland Street, and staff are working with the property owners on sign placements. Jessica Hegenbart referenced a conversation with one of the Noland St residents noting the Working Group should represent the neighborhood interests. b) The speed humps for E Jefferson Street are scheduled to be installed in Fall/Early Winter 2024 alongside the paving of the street. Staff are continuing to review comments from the S West Street Neighborhood Working Group. Chair Agin suggested making pinch points through curb extensions as a possible light solution for S West St. c) The Working Group reached consensus on the proposed light solutions for N Roosevelt St to proceed to installation, Staff to place the solutions on the schedule. Fowler St, Poplar Drive Hill, and Sherrow St are slated for Staff to conduct site visits after being unpaused at the last meeting. 8) Committee Member Roundtable a) Considerations to Improve Annual Paving Program Funding Memo i) CACT discussed to take out the parts relating to the use of brick materials. Marc Cloutier suggested renaming the memo to omit references to maintenance costs. Chair Agin noted it would be helpful to present the memo during a City Council meeting as a public comment. ii) CACT approved the memo with the adjusted changes, passed 6-0. b) Jessica Hegenbart commented that a few streets, including W Marshall St, still show a speed limit of 25 MPH on Google Maps and Waze, despite being reduced to 20 MPH. Asked about parking in the building offices on Park Ave for the Farmer’s Market and after hours use, and additional parking around Bowl America. Several other lots are available for public use including the garage across the street.  c) Sarah Myers asked about the W Broad St Multimodal Project, specifically whether there will be a pedestrian signal crossing at W Broad St between Smoothie King and Cuates Grill. Jenna Brummond will follow up with the project manager. 9) Correspondence a) City of Falls Church WMATA Comments i) Vice Chair Whitaker discussed WMATA related concerns, specifically about the bus stop removal and supported leaving one of the bus stops at the West Falls Church Metro Station. CACT also brought up the poor road condition of Falls Church Dr between the City and Fairfax County. 10) Agenda Setting a) Chair Agin brought up a year lookahead for CACT and scheduling of items. b) CACT voted to change the virtual meeting in December to in-person, passes 6-0. c) CACT voted to change the January meeting to Tuesday, January 14th, passes 6-0. 11) Adjourn (approx. 9:07 p.m.), passes 6-0.
