MINUTES OF COUNCIL ECONOMIC DEVELOPMENT COMMITTEE MEETING DATE OF MEETING: April 22, 2021 PLACE OF MEETING: Virtual meeting held via Teams. NOTICE: This virtual meeting was held pursuant to and in compliance with the Virginia Freedom of Information Act, Section 2.2-3708.2 and state and local legislation adopted to allow for continued government operation during the COVID-19 declared emergency. All participating members of the Economic Development Committee were present at this meeting through electronic means. All members of the public may view this video of this meeting on the City’s website at www.fallschurchva.gov/CouncilMeetings. Recap of April 21 Planning Commission workshop with board & commission representatives to preview One City Center application. d. Staff summary of monthly update from MCR re: efforts to recruit a movie theatre operator for Founders Row. e. Outdoor dining. How to encourage making current temporary arrangements permanent? f. Noise ordinance. What do EDC members want to see come before Council in May? g. Report from staff on prospects for filling ground-floor commercial vacancies Citywide. (Broadway, Byron, Tinner Hill, Spectrum, Pearson Square, Read (2nd floor space); Birch & Broad (undergoing modernization now); former FCFlorist; former CapOne and Suntrust banks; parcels in the 900 W. Broad block.) h. Update on Business openings:  Galleria Florist storefront on W. Broad;  Pho Vietnamese in West End Plaza;  Pupuseria La Familiar (former Ramen Noodles);  Cuates Grill in the Broadway (former Locker Room);  Tropical Smoothie Cafe in Birch & Broad;  Building construction proceeding at Scramble;  Interior expansion construction proceeding at Rare Bird. i.
