MINUTES OF FALLS CHURCH ELECTORAL BOARD MEETING
November 8, 2016

Board Members Present: Linda Neighborgall, Bill Wanlund and Renee Andrews
Others Present: David Bjerke, Director of Elections, staff
1. Call to Order: Linda Neighborgall at 4:45
2. Public Comment: None
3. Approval of Minutes: Minutes from the meeting of November 2 were approved as
presented.
4. Election: The board administered the presidential election.
5. Adjournment: The meeting was adjourned at 11:55 pm, meeting to reconvene on
November 9 at 9:00 am.
6. Continuation November 9, General Registrar’s Office:

7. Canvass:
The Electoral board canvassed the election. This includes auditing all Statements of Results
and Printed Return Sheets. All vote totals paperwork was found to be in order. Officers of
election are to be commended on professional work on a long and busy day.
8. Provisional Ballots:
The Electoral Board decided to defer consideration of 21 provisional ballots until November
14, in order to accord the GR additional time to obtain more information from ELECT,
Virginia State Police and DMV and to receive Photo IDs from voters.
9. Discussion of Incidents and Chiefs’ Notes:
A. All officers added vote totals by candidate and entered in Total Voting space; however
this total is supposed to be the total voting including undervotes. We will change SORS
so that this will be entered by EB or GR in the future.
B. CAP took a long time to complete their SOR. They had trouble identifying the types of
ballots on the SOR. We will train for this, and we will send an EB member over to help.
C. There were polling place visitors that were not authorized by EB. We will train chiefs to
check authorization and if visitors are not authorized but chief still wants them to visit,
chief will contact us. We should not authorize visitors during shift change.
D. Senator Saslaw noted a wait for eSlates at the Community Center. He came to the office
and recommended that we switch to optical scan to reduce wait times.
E. A voter complained about media with cameras in the bleachers at the Community
Center, saying that they could see how voters were voting. The cameras were about 50
feet away from the eSlates. He also said that media were not allowed in polling places.
Renee spoke with him and invited him to come to the office after voting. He did, and
Dave showed him the code that said that media are allowed in polling places.
10. Adjournment: The meeting was adjourned at 11:00, meeting to reconvene on
November 14 at 1:00 pm.
11. Continuation November 14, Dogwood Training Center:
Board Members Present: Linda Neighborgall, Bill Wanlund and Renee Andrews
Others Present: David Bjerke, General Registrar
Call to Order: Linda Neighborgall at 1:02
12. Provisional Ballots:
The board considered 21 provisional ballots.
Motion: Linda moved, Renee seconded that the board accept 11 provisional ballots.
Motion passed by unanimous vote.
The board counted the ballots and added the votes to the previous totals.
13. Electoral Board Items:
A. Posting of minutes on City website: We are still waiting for Susan Finarelli to help Renee
with difficulties posting.
