Call to Order • Members present: Suzanne Updike, Bill Schellstede, Peter Adriance, Peter Oppenheimer, Ray Arnaudo, Tim Stevens (Chair) • Staff present: Allison Lohrenz • Guest observer-- Andy Crawford 2. Public Comments - none 3. Approval of Minutes (April 2013) -- approved. 4. New Business • Allison Lohrenz presented an overview of recycling markets in Virginia for glass, plastic, metal, and paper, as well as composting markets. 5. Discussion Items • Promoting Bicycle Riding in Falls Church – ESC should explore doing more to promote bike riding. Capital Bike Share is expensive and perhaps ill suited to the suburban nature of the City. Discussion also regarding whether to inquire if VPIS would lead a City bike tour, whether stop or yield signs could be placed where streets in the City cross the W&OD trail, determining status of CACT’s work on improving the W&OD trail. • Promoting EPA Green Power - more needs to be done, including by City Council members, for City to meet its goal and qualify as a Green Power Community. • Plastic Bottle Purchasing by the City - City purchases de minimis numbers of plastic water bottles; discussion of whether to send a letter to the City Manager recommending adoption of a City policy that discourages bottled water purchases. • Future Meetings – discussion of extending invitations to groups to make presentations regarding issues such as conservation easements, BMPs, and municipal composting. 6. Informational Items • Peter Adriance discussed recent activities of Transition Falls Church, including film screening of Transition 2.0.  • City Sustainable Manager Position - funding for this position was not included in the City's budget. City is in process of exploring options although it is not a much of priority for the City Council as it could be. • Power Purchase Agreement Next Steps - State adopted power purchase agreement legislation; still needs to be implemented by State Corporation Commission via rulemaking likely to be completed by December. Tim Stevens explained how this works. • ESC archives on ESC Website - proposal discussed to place letters and comments authored by ESC members with respect to various issues on the ESC Website.
