ENVIRONMENTAL SUSTAINABILITY COUNCIL ENERGY TRANSITION SUBCOMMITTEE Thursday, May 4, 2017 Dogwood Room, City Hall MINUTES CALL TO ORDER: Members: Tim Stevens (Chair), Thomas Cash, Aziz Shaik Staff Liaison: Kate Walker (Environmental Programs Coordinator), City Council Member/Liaison: Dan Sze Public Comments: No public comments were received. New Business Solar covering for City Hall Parking Facility: Upon review for PV cells for the proposed parking canopy, a 172kW system is a possible based on space and coverage. It is estimated to be approximately $500k to install. There may be a PPA option to bring it down to $225k of initial investment. It is unknown if PPA agreements are required to go through the standard solicitation process. Action Item: Follow up with purchasing to see if an unsolicited PPA would be possible for solar. Ongoing Business Energy Efficiency for City Hall and Library Renovations: At this time no manufacturers have agreed to partner on a testing/exhibition basis. GHG Emissions Reductions Resolution and Inventory: GHG emissions have been tabled for a separate conversation due to time and complexity. Solarize Campaign: 40 people showed up at the informational meeting. Fairfax County started their first campaign this year. They have 700 people applying. Geothermal for Schools: Oak Ridge National Laboratory has given a preliminary report of the installation feasibility and estimated payback times. Information Items Cottage Housing Project: There has been some push back from residents concerned about traffic. Some opponents have requested to speak to the Environmental Sustainability Council to review concerns. The Cottage project is looking at using geothermal wells, green building standards and solar panels on the centralized parking area. Next meeting: Thursday, June 1st, 2017.
