ENVIRONMENTAL SUSTAINABILITY COUNCIL ENERGY TRANSITION SUBCOMMITTEE Thursday, October 19th, 2017 Dogwood Room, City Hall DRAFT MINUTES 1. Call to Order: Members: Cory Firestone Weiss (Chair), Thomas Cash, Andy Crawford, Andrew Young, Sarah Bayldon, Chris McCloud, Jon Ward, Katie Deal, Peter Oppenheimer, Phillip Skotte, Katie Deal (student representative), City Staff Liaison: Kate Walker (Environmental Programs Coordinator), City Council Member/Liaison: Dan Sze Public attendees: Over 20 non-ESC members joined the meeting, including: Marybeth Connolly, Emily Crespin, Richard Crespin, Nancy Genovese, Letty Hardi, Lindy Hockenberry, Alison Kutchma, Cathy Lin, Ross Litkenhous, Shannon Litton, Peter Mecca, Christine Ng, Seve Padilla, Kate Reich, Shawna Russell, Charlotte Secrist, Katherine Secrist, David Snyder, Tim Stevens, Susan Stillman, Dennis Szymanski, Jennifer Tabola, Laura Watchman, Lawrence Webb. 2. Green Schools Panel Discussion. The ESC hosted a panel discussion on green schools, with opening remarks by Mayor David Tarter and presentations by the following experts:  Anisa Helming, Director, Center for Green Schools at the US Green Building Council  Sean O’Donnell, Principal & K-12 Practice Leader, Perkins Eastman  Doug Gehley Senior Project Manager, VMDO Architects  Tony Hans, Vice President, CMTA Consulting  Cathy Lin, Energy Manager and Stormwater Program Administrator, Arlington Public Schools Panelists began with an overview of the benefits of green schools, followed by a closer examination of Arlington’s Discovery Elementary School, a Net Zero energy school. Following the presentation, members of the public and the ESC engaged in a productive question and answer session. More detailed findings, including panelist presentations, can be found on the ESC’s web site. 3. Public comments. After a robust Q&A session on green schools panel, there were no additional public comments. 4. Approval of Minutes (September 14, 2017). Minutes were approved. 5. Ongoing Business  Legislative agenda – Draft ESC recommendations for the City’s 2018 legislative agenda were circulated, with comments requested by Friday, October 27th.  Subcommittees - Operation Earth Watch planning party in the Spring, updating information and handouts. ETSC legislative agenda is shared and finalized, PACE loans: Arlington will have first reading on Saturday and should pass in November. Greenhouse  Gas Emissions inventory is being done by COG. Community Solar information as put forth by Dominion. 6. Information Items.
