ENVIRONMENTAL SUSTAINABILITY COUNCIL (ESC) Thursday, July 19, 2018, Library, Thomas Jefferson Elementary School, 7:30 – 9:30 p.m. DRAFT MINUTES 1. Call to Order: Members: Cory Firestone Weiss (Chair), Jon Ward, Chris McCloud, Andrew Young, Peter Oppenheimer, Andy Crawford, Thomas Cash, Niharika Singhvi (student rep), Tim Stevens (ETS Chair). City Staff: Kate Reich, Akida Rouzi City Council Member/Liaison: Dan Sze. Public: Joy Page, Joseph Andracchio (Steven Winter Associates), Joe Muffler (VP Development, Mill Creek), Antoinette ________ (_______). 2. Public comments: None (see Presentations below) 3. June 2018 Meeting Minutes: Approved unanimously 4. Presentation on Founders Row. Joe Muffler of Mill Creek described the environmental and sustainability aspects of the proposed Founders Row project, including the voluntary concessions proposed in requesting the Special Exception. Other team members in attendance provided subject- matter expertise on energy and stormwater issues:  The market-rate residential section (322 units) would be NGBS Silver (National Green Building System)  The age-restricted residential section would be NGBS Gold.  The commercial section, to be delivered as a “cold dark shell” to be built out by tenants, will have features close to what a “LEED Core & Shell” certification would require (actual LEED certification would have to encompass the residential portions as well).  87.5% of required phosphorus (P) reduction would be achieved onsite, while the remaining 0.42 lb of reduction would be met by a one-time purchase of offsite nutrient credits, likely costing $8 - $10k.  Two-thirds of site runoff would flow to capture & detention structures, reducing runoff below current levels.  Councilman D. Sze encouraged the number of EV charging stations be increased from 5 to 10, with 5 of those for the age-restricted residences.  Rooftop infrastructure would be grouped to facilitate future rooftop PV installations should the owner or tenants want to pursue that. 5. Founders Row Discussion and Comments. The ESC discussed what to include in its official comment letter to City Council on the Founders Row Special Exception application. The final letter was delivered electronically to City Council on July 20. [Provide hyperlink??] 6. Comprehensive Plan Public Meeting. Cory presented a draft agenda for the planned August 18 residents-input meeting. ACTION ITEM #1: City Staff: Distribute the agenda to the ESC for comments and review. Two possible formats were discussed. First, grouping attendees in various “environmental categories” (water, climate, trees, etc.) and have moderators pose questions organized by site-type  (e.g., retail, multifamily, parks) within each environmental category. Second, a “gallery walk” of additive comments by rotating easels through each group of residents. ACTION ITEM #2: By 7/27, each ESC member to recommend to Cory & Kate Walker (a) up to 6 topic breakouts; (b) logistical format (e.g., gallery walk; or moderators to each environmental category group); (c) what is on the introductory display boards, setting tone and context for each environmental topic. 7. Environmental Block Captains. The ESC supported the idea of reviving the Community Block Captains program and using the Comprehensive Plan public sessions to sign up potential captains. 8. Subcommittee Reports:  Energy Transition: Tim Stevens reported that FCCPS administration would be setting up Task Groups to manage public interfacing with the developers of the new school. He reported that: Sun Tribe Solar (https://www.suntribesolar.com/) would be contributing to the PV-readiness aspects of the Net-Zero Ready design; an entity called “Interface” would be addressing the ground-source heat pump design; the developers committed to achieving an Energy Usage Intensity of 22 kBtu/gsf/yr (gsf = gross square foot); and that meeting all electric power needs with solar would require 1.3 MW of peak PV capacity. 9.
