ENVIRONMENTAL SUSTAINABILITY COUNCIL (ESC) Thursday, April 25, 2019, Thomas Jefferson ES Library, 7:30 – 9:20 p.m. MINUTES 1. Call to Order: Members: Cory Firestone Weiss (Chair), Jon Ward, Andy Crawford, Andy Young, Joy Page, Niharika Singhvi (student rep), Evelyn Duross (student rep). City Staff: Kate Reich (City Arborist & ESC Liaison), Alan Dalton (DPW). City Council Liaison: Dan Sze. Public: Andrew Sakallaris 2. Public comments: None. 3. January and March 2019 ESC Meeting Minutes: Both were approved unanimously. 4. Introduction of Alan Dalton, City Stormwater Engineer: Alan, who started with the City about three months ago, gave an overview of his primary activities and challenges. His goals include reducing runoff from new development, funding small stormwater-management projects, and (though expensive) daylighting streams. The ESC discussed how we can best assist and support Alan in meeting these and other goals for stormwater management in the City. West Falls Church Development SEE Comments: o No direct response to the joint ESC/Tree Commission letter recommending edits to the latest Voluntary Concessions for the West Falls Church Development Project has been received by ESC or Tree Commission. o ACTION ITEM 1: [Andy Young] Send an email to City Manager and staff to determine if the developer has responded to the joint ESC/Tree Commission letter recommending edits to the latest Voluntary Concessions. 5. Comprehensive Plan Chapter – Natural Resources & Environment: Kate Reich reviewed the schedule for adoption. 6. 2019 ESC Priorities: Agenda Item not discussed. 7. ESC Membership Items: Cory moved to nominate Andy Crawford for Vice Chair and was seconded by Andy Young. Andy Crawford was then elected unanimously (5-0). Cory announced that there were three openings on the ESC, with one applicant in process to of fill one of those. 8. Subcommittee Reports:  Habitat Restoration Group (HRG): The ESC needs a new liaison to the HRG.  Energy Transition Subcommittee: Plans to move forward on C-PACE and Electric Vehicle initiatives after staff liaison Kate Walker becomes available to support. Dan Sze noted that a letter had been sent to Dominion Energy Virginia requesting four electric school buses and associated infrastructure. 9. Next Meeting  Shared meeting with Tree Commission, May 15 or 16 (TBD), 7:30 p.m., location TBD.
