HOUSING COMMISSION
PURPOSE OF MEETING: The five-member Commission is appointed by the City Council for
three-year terms. The Housing Commission maintains awareness of housing needs and
opportunities, including affordable housing; proposes housing policy initiatives and changes;
investigates fair housing complaints and conciliates these complaints; mediates conflicts relating
to the Virginia Residential Landlord & Tenant Act and offers reconciliatory services in conflicts
relating to other housing laws.

Approval of Minutes:
Minutes of July 18 2016 were approved.
Minutes:
Miller House
Staff Lewis shared that there is a meeting on Wednesday between the City Housing staff, the
City Attorney and Community Residences to discuss next steps and what Community
Residences would need for the project to work.
Comprehensive Plan Update
Staff Lewis shared the survey will be incorporated and staff are working on the plan. It will be
brought to the commission for feedback in the next couple of months.
Commissioner Goodwin Resignation
Goodwin has resigned from the Commission as he has many responsibilities and felt not enough
progress was being made. His presence will be missed.
Commissioner Recruitment
The commission is down to four members and in order to have quorum there must be three
members present. Commission members will make every effort to be there especially with the
upcoming CDBG hearing process. There will also be recruitment for a new member.
Housing Survey Results
The housing survey results were distributed. Commissioners were impressed with survey. The
results will be incorporated into the Comprehensive Plan.
CDBG /HOME FY 2018 Process and schedule
The outline of the process was given along with the calendar. The two hearings will be in
October. Commissioners wanted to know rather than having two days could they be combined?
Unfortunately Homestretch is not available to do this.
Tinner Hill ADU Lottery
The Lottery will take place on 9-28 at 7:00 pm in the Dogwood training room. There will also be
a City Committed Affordable Unit. Over 30 persons will be participating. This is exciting and
commissioners will make efforts to come.
Sprague Liaison Reports
• Thom Commissioned a national survey and shared some statistics. It is a NHP Housing
survey and is on line if people would like to see it.
• Tori’s annual Rock the House event will be October 26th. Residents interested in buying
or renting are encouraged to come along with commissioners.
• The Commission is still interested in applying to get an AmeriCorps Member to write
Housing grants. We will work on this in November
