Page 1 of 3 MINUTES Human Services Advisory Council City of Falls Church PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church citizens. HSAC was interested in hearing an overview of the organizations and had questions pertaining in the following areas: ✓ Program overview -did the proposal meet critical City needs, was there redundancy/duplication of existing services, what is the applicants ability to serve and track/document City residents. ✓ Action Plan – what are the outcomes and the number of residents the applicants plan to serve, is the activity or activities appropriate to outcomes stated, is there community involvement (i.e. volunteers from the City). ✓ Budget/finances-are there other funding sources available or sources they already use, what is the cost of administrative budget, what is the per person benefit and overall transparency of the funding requested. A discussion was had by HSAC members on the merits of all twelve proposals and the proposed funding amounts. The total amount of funding requests received for FY 2015 was $143,594 with available funds $75,000, as a result $68,594 of requests could not be funded. The final results of HSAC deliberations are attached. Two organizations were not recommended for funding. The members felt one proposal had numerous sources of funding they could tap into and most of their request was for ongoing funding for staff salaries and benefits. The other organization also requested ongoing funding for salaries and benefits, and operating expenses such as insurance,  Page 2 of 3 space rental/lease cost, interest/taxes and depreciation costs. They have previously received support from the City. A motion was made by Mr. Rogers to accept the recommended funding that is attached and Ms. Barnes seconded the motion. All members voted in favor. City staff will prepare and send to City Council HSAC’s recommendations to be included in the Fiscal Year 2015 budget.
