PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church
citizens.

APPROVAL OF MINUTES:
• February 2, 2016 minutes approved
OLD BUSINESS:
• Community Services Fund – Review of applications/recommended funding
HSAC members discussed the merits of all eleven proposals and the proposed funding
amounts. The total amount of funding requests received for FY 2017 was $142,920 with
available funds of $83,400; as a result $59,520 of requests could not be funded. The final
results of HSAC deliberations are attached.
A motion was made by Ms. Barnes to accept the recommended funding and Mrs. Norloff
seconded the motion. All members voted in favor. City staff and HSAC Chair will prepare
and send to City Council HSAC’s recommendations to be included in the Fiscal Year 2017
budget.
NEW BUSINESS: None
STAFF REPORT:
• A presentation was made to City Council on the Miller House proposal for a group home
for persons with disabilities. Council members had several questions such as who was
funding this project. On March 14, 2016 there will be a public hearing on the Miller
House.
• City Council is working on a new vision statement and work plan.
• Staff has been meeting with a working group including Ms. Macht to discuss various
transportation options for City seniors and disabled. Issues include identifying needs and
service gaps.

Grant Recommendations and Summaries
Eleven applications were received for FY2017 funding. Two applicants were new and nine were
returning applicants. The Human Services Advisory Council reviewed each application looking
at the following factors and provides recommendations as shown in the chart.
• Program overview- meets critical City needs, avoids redundancy/duplication of existing
services, documentation and applicant’s ability to serve City of Falls Church residents.
• Action Plan – clear outcomes, numbers served, activities appropriate to outcomes,
community involvement.
• Impact and barriers – measurable outcomes, barriers identified and addressed.
• Budget-other funding sources, solvency, administrative costs, and overall transparency
of funding.
