Human Services Advisory Council
City of Falls Church
PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church
citizens.
DATE OF MEETING: May 19, 2016

MEETING CALLED TO ORDER BY: Craig Cheney, Chair at 6:30 p.m.

APPROVAL OF MINUTES:
• February 18, 2016 minutes approved
OLD BUSINESS:
• Miller House update: Community Residences, Inc was chosen to construct and operate
the Miller House for persons with disabilities. The City is negotiating a Comprehensive
Agreement with Community Residences.
NEW BUSINESS:
• FY 2016 Rent Relief approval: Ms. Richter requested approval of eligible applicants to
the City’s Rent Relief Program. Members voted unanimous approval. Members asked
that staff provide information about comparable programs in neighboring jurisdictions for
next month’s meeting.
• Procedures for remote participation of members at Human Services Advisory
Council meetings: The City Attorney has developed procedures for remote participation
of members for meetings. The procedures were reviewed and adopted by unanimous
vote. See attached.
• Walk signal at Annandale and Maple: Ms. Newman requested that a walk signal be
installed at Annandale and Maple. This intersection is particularly difficult to cross for
visually impaired employees of a nearby business. Ms. Vincent agreed to take the request
to the Department of Public Works.
• Affordable Housing Policy: Mr. Cheney requested that the Chair of the Housing
Commission and City’s Housing staff attend a future meeting to give an update on the
policy.

• HSAC membership: Members requested that staff explore the possibility of increasing
the number of allowable members from five to “up to seven.” Ms. Vincent and Ms.
Connolly agreed to explore the possibility.
• Streetscape Advisory Committee: Ms. Connolly asked if any of the members would be
interested in serving on an ad hoc Streetscape Advisory Committee. Ms. Norloff
volunteered.
STAFF REPORT:
• A community visioning session will be held Saturday, June 18 from 9:00 a.m.-12:00 p.m.
at the Falls Church Episcopal Church to get input into the development of the first
chapter of the City’s Comprehensive Plan.
• A Senior Forum was held on May 17 to provide information on a variety of issues of
importance to seniors. The event was successful with approximately 45 attendees.
• The City is proposing changes to the Child Care ordinance in order to adopt changes
made at the State. Home day care providers will be required to secure a State license
when caring for more than four children. The current ordinance requires a State license
when caring for more than five children.
MEETING ADJOURNMENT:
The meeting adjourned at 7:35 p.m. The next meeting will be rescheduled to Thursday, June 23,
2016.
