Page 1 of 3 MINUTES Human Services Advisory Council City of Falls Church PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church citizens. DATE OF MEETING: February 16, 2017 PLACE OF MEETING: Oak Room, City Hall MEETING CALLED TO ORDER BY: Craig Cheney at 6:30 p.m. THOSE PRESENT: HSAC Members: Staff: Craig Cheney (chair) Sue Richter Alisa Macht Nancy Vincent Nicole Newnam Anne Norloff Student Representative Debra Roth Esther Kim APPROVAL OF MINUTES: Minutes from the 12/15/16 and 1/26/17 meetings were approved. OLD BUSINESS: FY 2018 Community Services Fund – Review of applications/recommended funding HSAC members discussed the merits of the twelve proposals that were submitted for Community Services Funding. The total amount of funding requests received for FY 2018 was $113,144 with available funds of $83,400; as a result $29,744 of requests could not be funded. The final results of HSAC deliberations are attached. One organization was not recommended for funding. HSAC members would like to receive additional funding for the Community Services Fund. Reports have shown that the needs of our residents have been increasing. A motion was made by Ms. Norloff to accept the recommended funding that is attached and Ms. Macht seconded the motion. All members voted in favor. City staff and HSAC Chair will prepare and send to City Council HSAC’s recommendations to be included in the Fiscal Year 2018 budget. NEW BUSINESS: Community Event Members would like to discuss hosting a community event at a joint meeting with the Housing Commission. They are also interested in learning about the role of the Housing Commission and updating the Affordable Housing Policy. Ms. Vincent will contact the Chair to see if they are available on March 14.  Page 2 of 3 Election of Chair Members will elect a new Chair at the April meeting. STAFF REPORT: • The Support the Girls organization held a community event geared to ending child sexual abuse. • The City is in the process of preparing a budget proposal that will be submitted for public comment. • The Cottage Housing zoning amendment passed. Ms. Vincent submitted all comments received from members. • The City has not been able to finalize an agreement with Community Residences, Inc. to develop the Miller House site for a home for persons with disabilities because they have been unable to obtain funding. The City Council is considering alternative funding possibilities. • Housing and Human Services is recruiting for a Housing Specialist and college summer intern. • The homeless shelter will be open through March 31. Two applicants were new and ten were returning applicants. The Human Services Advisory Council reviewed each application and considered the following factors: • Program Overview – meets critical City needs, avoids redundancy/duplication of existing services, documentation, and applicant’s ability to serve City of Falls Church residents. • Action Plan – clear outcomes, activities appropriate to outcomes, numbers served, community involvement. • Impact and Barriers – measureable outcomes, barriers identified and addressed. • Budget – other funding sources, solvency, administrative and program costs, and overall transparency of funding.
