PURPOSE OF MEETING: To advise City Council on human services delivery to Falls
Church residents.

APPROVAL OF MINUTES: The minutes from September 20, 2018 were approved.
OLD BUSINESS:
Miller House project update
Ms. Vincent reported that Ms. Connelly contacted legislators about sponsoring a bill to
dedicate Medicaid Waivers to the Miller House project. City staff are following up.
NEW BUSINESS:
Agreement amendment
The Falls Church Housing Corporation requested a change to their Community Services
Fund Agreement to allow tablets purchased for clients to be Amazon products rather than
Apple. The motion to approve the request passed unanimously.
FY 2018 contracted services year-end report
Ms. Richter presented year-end information for City contracted services. Members
requested the following additional information. Why is Medicaid so high? Why did
prevention services dip in Fiscal Year 2016? What is the number of people 65 and older in
the City? Ms. Richter will research and get back to the group with the information.

Draft Affordable Housing Policy review
Members commented that it is unfortunate that the draft Policy does not require a set
percentage of new housing units be dedicated as affordable dwelling units. This is
particularly important considering the growth in population and decline of affordable
market rate units.
Proposed code changes regarding people with disabilities and definition of group
homes
Members were very much in support of a code change. Their comments were the
following. Language referring to “residential facility” and Department of Behavioral
Health and Developmental Services is confusing. The description of residential
institution is unclear and not needed as part of the Group Home definition. A Group
Home should be listed as “more than two and up to eight” as opposed to “no more than
eight.” All mentions of Group Homes should refer back to a single definition.
STAFF REPORT
Emergency assistance requests have risen.
The Citizens’ Advisory Committee on Transportation (CACT) is still reviewing a joint
memo produced in response to the joint HSAC/CACT meeting.
ADJOURN
Members decided to cancel the December meeting. The meeting adjourned at 7:50 p.m.
