MINUTES Human Services Advisory Council City of Falls Church PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church citizens. OLD BUSINESS:  FY 2020 Community Services Fund – Review of applications/recommended funding Kathy Benner presented information about Heeling House Inc. She discussed what the organization does and how the funds would be used. HSAC members requested she look for another venue that is located in the City. She was very open to this and will follow up on the suggestions. HSAC members discussed the merits of the twelve proposals that were submitted for Community Services Funding. The total amount of funding requests received for FY 2020 was $113,230 with available funds of $83,400; as a result, $29,830 of requests could not be funded. The results of HSAC deliberations are attached. A motion was made by Mr. Cheney to accept the recommended funding that is attached and Ms. Macht it seconded the motion. All members voted in favor. City staff and HSAC Chair will prepare and send to City Council HSAC’s recommendations to be included in the Fiscal Year 2020 budget. STAFF REPORT:  Budget items:  Assessed property values rose: residential 2.9% and commercial 4.3%  WMATA subsidy will be $400,000  Contracted services are up $205,000 mostly in Human Services  Capital budget: $200,000 for City facilities and $150,000 for infrastructure  Senior Tax relief is being increased by $64,000   All cuts are restored to the Human Services Department  April is Child Abuse Prevention month. The pinwheel garden will be planted on March 25 at 6:30 pm before the City Council meeting. This year there will be a mobile garden (wheelbarrow) that will travel around the City in addition to the garden at Cherry Hill.  The library is going to be closed one Friday a month to prepare for their move.  The move back to City Hall is scheduled for early April.  All City staff members were trained in cultural competency.  Thanks to everyone who wrote letters on behalf of the budget amendment to dedicate Medicaid Waivers to Falls Church residents for Miller House. It is watered down but much better than nothing.
