PURPOSE OF MEETING: To advise the City Council on human services delivery to Falls
Church residents.
DATE OF MEETING: October 19, 2023

MEETING CALLED TO ORDER BY Debra Roth at 6:30 p.m.

APPROVAL TO ADOPT THE AGENDA: The agenda for this meeting was adopted.
APPROVAL OF MINUTES: The minutes from the September 21, 2023 meeting were approved.
NEW BUSINESS:
Accessibility in the City of Falls Church –There is a request in the budget amendment, to
conduct an accessibility update for the City. HSAC will support this and has written a letter.
Commissioner Person will attend the council meeting on Monday and requested if others can
join. The letter was read by members and a correction was suggested. Other Commissioners were
invited to join him. Council is concerned about the amount of funds required. Student Reps will
also be included in the letter.
Marcus Alert – Falls Church City Community Care Team Pilot Program – Dr. Tanisha
Bracey provided an update on Falls church City Community Care Team Pilot Program. She said
although we have agreement with Fairfax CSB, The City has decided to have their own program.
She mentioned that this program just a pilot to try and see how this works out for the City.
Affordable Living Policy Update – Housing Staff is requesting an HSAC Representative to
serve on the committee that will working update the policy. Brenden Woodley is working on this
policy. Housing staff will attend a future meeting with more details on the timeline of the update.
This will effectively update housing goals for the City.
Recruitment – Volunteers - Boards/Commissions HSAC Assistance – A discussion was had
on how the City currently recruits for these numerous positions and how HSAC may assist.
There was a request to have details on all of the different ways the positions are posted.
OLD BUSINESS:
Unity Club Substance Abuse Funds and Accessibility Update – Jeff Person informed
members that he is still trying to set up a meeting with the Director of Unity Club.
Well-Being and Seniors Accessibility and Affordable Housing Report – Jeff Person said he is
working to make a list of what is needed in the City and will report back.
OTHER – Staff Patel discussed the Community Services Fund application and timeline.
The meeting was adjourned at 7:55 p.m.

2023. All comments will be provided to the HSAC members and comments received by the
deadline will be read during the meeting.
