MEETING OF THE BOARD OF TRUSTEES
MARY RILEY STYLES PUBLIC LIBRARY
Held in the Mary Riley Styles Public Library

1. CALL TO ORDER
Board Chair Brad Gemand called the meeting to order at 7:03 p.m. The following Board
members attended the meeting:

Excused Absence: Terry Zawacki, Stephanie Oppenheimer
Also present were the Brooke Meinhart, a student at George Mason High School who is
interested in being a Youth Representative on the Library Board, and Library Director Mary McMahon.
2. RECEIPT OF PETITIONS
None.
3. APPROVAL OF MAY 20, 2015 MEETING MINUTES
Upon a motion made and duly seconded, the Library Board unanimously
approved the May 20, 2015 meeting minutes as submitted.
4. ARTS AND CULTURAL DISTRICT TASK FORCE (CATCH) REPORT
Ed Rose reported that there will be an open air painting competition at the Farmer's Market this
coming Saturday from 9:30 a.m. to 11 :30 a.m.
5. LIBRARY FOUNDATION REPORT
Don Camp said that the Foundation Board would be holding a meeting in the near future with
the attorney who has conducted the administrative audit of the Foundation. A date will be set after the
4th of July holiday.
6. DRAFT FIVE YEAR PLAN, 2016-20120-SECOND READING
There was a brief discussion by one of the members about incorporating the Appendix of the
Plan (this document contains the consultant recommendations and ties each one to a task assigned to a
work plan year or provides a status for the recommendation) into the main body of the document in the
future. The Director said she would do that next year.
Upon a motion made and duly seconded, the Library Board unanimously approved the
library's Five Year Plan, 2016-2020 on second reading.

7. BICYCLE SHARE STATIONAT/NEAR LIBRARY DISCUSSION
The Board discussed the possibility of having a bicycle share station at the library when they
are built in the City.
Upon a motion made and duly seconded, the Library Board urges that, when the DC
BikeShare program is extended into Falls Church City, a bike station be placed near the library
on the Park Avenue bike path. The motion passed unanimously.
The Board then asked the Library Director to convey this motion to the City Manager and any
other departments that need to know ofthe Board's interest in having a BikeShare station at/near the
library. The Board also noted that the timing of the library's expansion/renovation and a possible
BikeS hare station would allow incorporation of the station into the building plans and parking deck.
8. ACCEPTANCE/ENDORSEMENT OF THE MARY RILEY STYLES PUBLIC LIBRARY
DRAFT MASTER PLAN DEVELOPMENT AND SPACE STUDY REVIEW DATED
SEPTEMBER 30, 2013
Board members stated that they wanted a strong foundation when they ask the public to approve
an expansion and renovation to the existing library. By formally adopting this plan they feel this
provides that foundation.
Upon a motion made and duly seconded, the Library Board of Trustees unanimously
adopted the Draft Master Plan Development and Space Study Review dated September 30, 2013
and the Master Plan Addendum, dated December 15, 2014, as one document, the library's
Master Plan.
9. ACCEPTANCE/ENDORSEMENT OF THE MARY RILEY STYLES PUBLIC LIBRARY
MASTER PLAN ADDENDUM DATED DECEMBER 15,2014
The Board folded this item into the discussion of Agenda Item #8 above. They included it as
part of the motion that formally adopted the Master Plan and Addendum as its Master Plan.
10. LIBRARY REPORT AND ANNOUNCEMENTS
• The migration of staff files over to City Hall servers as part of the library's IT restructure has
been finished.
• The Summer Reading Program starts on Monday, June 22, and we expect around 2,000
participants again this year.
• The Rolling Readers Precision Book Truck Drill Team won First Place for the Best Marching
Unit in the Memorial Day parade.

• The Director reminded the Board that the library would close at noon on Friday, June 19 \ so
staff could attend the annual City em~loyee picnic. She also reminded the Board that the library
would be closed from July 3rct_July 51 for the Fourth of July holiday.
• The Director invited the Board to the retirement celebration for Marta Lamas on Tuesday, June
23rct, from 12:30 p.m. to 2 p.m. in the library's conference room. She will retire after 45 years of
service at the library.
• City IT has found a way so that the library's email address does not need to be changed when it
renews its Microsoft license.

11. BUSINESS NOT ON THE AGENDA
There was concern expressed about a possible path between the future City Hall parking deck
and the Library through Cherry Hill Park and the possible damage it could cause the pine tree roots.
The Director said she would pass along that concern to the Parks and Recreation Department as well as
Cindy Mester, Assistant City Manager, and Public Works, so they know about it when planning any
future path through the pine tree area of the park.
A Board member asked some questions about circulation and attendance figures and expressed
concern that circulation might be leveling off or falling. The Director explained that the library is going
into its busiest time of the year (with Summer Reading Program), and she felt that the circulation
figures would be very close to those ofthe previous year, if not surpass them.
12. ADJOURNMENT
There being no further business, upon a motion duly made and seconded, the Board of
Trustees unanimously adjourned the meeting at 8:45 p.m.
